26. déplore le rejet de la demande d'adhésion du Kosovo à l'UNESCO, due notamment à l'obstruction active de la Serbie, qui contredit son engagement à entretenir de bonnes relations de voisinage, mais aussi à l'absence d'unanimité parmi les États membres; salue l'adoption de la loi visant à protéger le patrimoine historique de Prizren et appelle de ses vœux sa mise en œuvre intégrale, tout en rappelant que ce patrimoine est menacé par les constructions illégales, qui se multiplient; se félicite de ce que plusieurs sites du patrimoine culturel et religieux serbe, malheureusement détruits en 2004, aient été rénovés, comme la cathédrale orthodoxe, et appelle à la poursuite de la rénovation du patrimoine religieux et culturel serbe; presse, à cet égard, les parties concernées, notamment les autorités kosovares, le gouvernement serbe, la communauté serbe du Kosovo et l'Église orthodoxe serbe, de trouver un système acceptable de promotion, de protection et de conservation du patrimoine culturel et religieux du Kosovo, qui devrait être traité comme un patrimoine européen commun; se félicite de ce que la constitution du Kosovo consacre la détermination de celui-ci à préserver et protéger son patrimoine culturel et religieux et demande que davantage d'efforts soient déployés pour protéger les droits des différentes minorités religieuses; souligne que l'adhésion aux organisations et aux mécanismes internationaux et régionaux devrait figurer parmi les priorités du Kosovo; rappelle à cet égard la nécessité de respecter l'accord conclu dans le domaine de la coopération régionale; estime que la mise en place de l'Office régional de coopération pour la jeunesse des Balkans occidentaux (dans le cadre du processus de Berlin), qui est activement promu par de nombreux acteurs, apportera des résultats positifs, en particulier pour les relations entre les jeunes de Serbie et du Kosovo;
26. Deplores the rejection of Kosovo’s application for UNESCO membership, due also to active obstruction by Serbia – contradicting its commitment to developing good‑neighbourly relations – but also due to a lack of unanimity among member states; welcomes the adoption of the law protecting the historical heritage of Prizren and calls for its full implementation, but points out, nonetheless, the threats posed to the city’s heritage by widespread illegal building; welcomes the fact that several Serb religious and cultural heritage sites regrettably destroyed in 2004 have been renovated, such as the Orthodox cathedral, and calls for continuing renovation of Serbian religious and cultural heritage; calls, in this connection, on the interested parties, including the Kosovo authorities, the Serbian Government, the Serbian community in Kosovo and the Serbian Orthodox Church, to find a system for the promotion, protection and conservation of Kosovo’s cultural and religious heritage, which should be treated as common European heritage; welcomes the fact that the Kosovo constitution enshrines Kosovo’s commitment to the preservation and protection of its cultural and religious heritage, and calls for further efforts to protect the rights of all religious minorities; underlines the fact that joining international and regional organisations and mechanisms should be a priority for Kosovo; recalls, in this context, the importance of complying with the agreement reached on regional cooperation; believes that the establishment of the Regional Youth Cooperation Office of the Western Balkans (in the framework of the Berlin Process), which is being actively promoted by many, will bring positive results, in particular as regards relations between the young people of Serbia and Kosovo;

34. se félicite de l'adoption de la résolution de l'Assemblée générale des Nations unies concernant la participation de l'Union au travail des Nations unies, le 3 mai 2011, qui prend en compte les changements institutionnels introduits par le traité de Lisbonne et permet aux représentants de l'Union de soumettre et de promouvoir les positions de l'Union aux Nations unies en temps voulu et d'une manière efficace; juge indispensable d'engager les discussions avec les partenaires stratégiques de l'Union pour apporter des solutions aux grands problèmes régionaux et mondiaux; recommande en outre que les partenariats stratégiques soient dotés d'une dimension multilatérale en inscrivant les problèmes mondiaux à l'ordre du jour des sommets bilatéraux et multilatéraux de l'Union; demande à la France et au Royaume-Uni, en tant que membres permanents du Conseil de sécurité des Nations unies (CSNU), et conformément à l'article 34, paragraphe 2 du traité UE, de demander que la vice-présidente/haute représentante soit invitée à représenter l'Union chaque fois que celle-ci a défini une position commune concernant un point figurant à l'ordre du jour du CSNU; considère que l'Union devrait être représentée à part entière dans les organismes financiers multilatéraux, notamment au Fonds monétaire international et à la Banque mondiale, sans préjudice de la représentation des États membres;
34. Welcomes the adoption of the UN General Assembly Resolution concerning the EU's participation in the work of the UN on 3 May 2011, which takes into account the institutional changes introduced by the Lisbon Treaty and enables EU representatives to present and promote the EU's positions in the UN in a timely and efficient manner; considers it essential to engage with the EU's strategic partners in order to find solutions to major regional and global problems; recommends, furthermore, that strategic partnerships be given a multilateral dimension by including global issues on the agendas for the EU's bilateral and multilateral summits; invites France and the United Kingdom, as permanent members of the UN Security Council (UNSC), and in accordance with Article 34(2) TEU, to request that the VP/HR be invited to present the Union's position whenever the EU has defined a position on a subject on the UNSC's agenda; takes the view that the European Union should be represented as such in multilateral financial organisations, in particular the International Monetary Fund and the World Bank, without prejudice to Member State representation;
