11. Calls on the Commission to place the outermost regions at the heart of the international dimension of maritime policy as outposts of the Union in their respective maritime areas, as set out in its Communication of 26 May 2004, on a stronger partnership for the outermost regions (COM(2004)0343) and to come forward with maritime regional strategies for the outermost regions; considers, therefore, that these territories could play a pivotal role in the international dimension of the integrated maritime policy (IMP) and calls on the Commission to incorporate a maritime dimension into its international agreements with regional sub-groups;

25. espère que le renforcement des relations euro-méditerranéennes dynamisera la mise en place d'un espace de paix et de prospérité; souligne que la paix et la stabilité politique dans la région méditerranéenne sont des éléments décisifs pour la sécurité collective et individuelle bien au delà de ses frontières; souligne que seule l'intensification des négociations en vue de trouver une solution durable et globale des conflits dans la région; estime que l'Union européenne doit assumer le rôle de fer de lance dans la résolution de ces conflits en gagnant la confiance de toutes les parties en présence; insiste sur la nécessité d'un maintien formel de la coopération en matière de lutte contre le terrorisme international, le trafic de drogue, le crime organisé et la traite des êtres humains; se félicite de l'appel de la Déclaration de Marseille aux parties concernées de s'efforcer à réaliser un processus de démilitarisation et de désarmement progressifs de la région en vue, en particulier, de créer une zone exempte d'armes nucléaires et d'armes de destruction massive;
25. Hopes that the strengthening of Euro-Mediterranean relations will provide a boost to the development of an area of peace and prosperity; emphasises that peace and political stability in the Mediterranean are vital for collective and individual security far beyond its shores; emphasises that this aim can only be achieved through negotiated and comprehensive settlement of the conflicts in the region; believes that the EU must assume the role of leadership in the resolution of those conflicts by winning the confidence of all parties involved; stresses the need to formally maintain cooperation in the field of combating international terrorism, drugs trafficking, organised crime and the trafficking of human beings; welcomes the call made in the Marseilles Declaration to the parties concerned to endeavour to implement a process of gradual demilitarisation and disarmament of the Middle East with a view, in particular, to creating an area free of nuclear armaments and weapons of mass destruction;

16. observe que l'audit interne sur les transferts de salaires effectué en 2006, au titre duquel tous les transferts existants ont été soumis à un examen approfondi, a mis au jour des insuffisances en ce qui concerne le principe de séparation des fonctions dans ce domaine (fonctions d'initiation et vérification interne) et a révélé qu'une priorité accrue aurait dû être accordée à l'environnement de contrôle compte tenu des risques y afférents; observe en outre qu'un suivi des recommandations de l'auditeur interne a été fait en février 2007; invite instamment l'administration du Comité des régions à garantir la mise en œuvre pleine et entière de toutes les recommandations formulées par l'audit;
16. Notes that the internal audit on salary transfers, which was completed in 2006 and which included an in-depth review of all existing transfers, revealed that "[w]eaknesses existed concerning the principle of separation of functions in this area (initiating functions and internal verification) and the control environment should have been given greater priority in view of the risks concerned"; further notes that a follow-up to the Internal Auditor's recommendations was carried out in February 2007; urges the CoR's administration to ensure the full implementation of all audit recommendations;

10. invite la Commission et le Conseil à engager des actions complémentaires et à adopter des mesures d'accompagnement permettant à l'Union européenne d’améliorer sa situation économique et commerciale, de faciliter l’accès des opérateurs économiques européens à cette région, de faciliter et de promouvoir la coopération, en particulier entre les petites et moyennes entreprises des pays d'Asie centrale et des États membres de l'UE et de faciliter l'accès des opérateurs économiques européens à cette région; souligne que, à cette fin, il convient de s'efforcer d'améliorer le climat d'investissement pour les acteurs internes de la région;
10. Calls on the Commission and the Council to implement the appropriate supplementary backup measures to allow the EU to improve its economic and trade position and to facilitate access for European economic operators in the region and to facilitate and promote cooperation, particularly between small and medium-sized enterprises in Central Asian countries and the EU Member States; stresses that, in this respect, improvements in the investment climate in favour of inner-state actors of the region must be taken into account;

in the National Capital Region, starting now, to divide federal Public Service, government agency and Crown corporation jobs between Ottawa, and Gatineau, primarily departments, departmental corporations or other bodies referred to in the Bank of Canada Act, the Broadcasting Act, the Canada Council for the Arts Act, the International Centre for Human Rights and Democratic Development Act, the International Development Research Centre Act, the National Defence Act, the Parliamentary Employment and Staff Relations Act and the Telefilm Canada Act, or in any schedule to the Financial Administration Act, to meet a standard whereby at least 25 per cent of positions are located on the Quebec side of the National Capital Region, as agreed to in 1984 by the federal cabinet, primarily by purchasing or leasing real estate through a competitive public call for tender process;

1. On 29 March 2005, the United Nations Security Council, acting under Chapter VII of the Charter of the United Nations, adopted Resolution 1591/(2005) on the Darfur (Sudan) against all persons who, in the view of the Committee (set up under paragraph 3 of this resolution), impede the peace process, constitute a threat to stability in Darfur and the region, commit violations of international humanitarian or human rights law or other atrocities, contravene the arms embargo and/or are responsible for offensive military overflights in the Darfur region.

ANNEX COUNCIL DECISION of 19 April 1994 on a joint action adopted by the Council on the basis of Article J.3 of the Treaty on European Union, in support of the Middle East Peace Process THE COUNCIL OF THE EUROPEAN UNION Having regard to the Treaty on European Union and in particular Articles J.3 and J.11 thereof, Having regard to the general guidelines issued by the European Council of 29 October 1993 Having regard to the framework for joint action agreed by the European Council on 10-11 December 1993 Considering Article C of the Treaty on European Union HAS DECIDED AS FOLLOWS: Article 1 a) The European Union, in order to work for the conclusion of a comprehensive peace in the Middle East based on the relevant United Nations Security Council Resolutions, will : - participate in international arrangements agreed by the parties to guarantee peace in the context of the process begun in Madrid. - use its influence to encourage all the parties to support the peace process unconditionally on the basis of the invitations to the Madrid Conference and work for the strengthening of democracy and respect for human rights. - make its contribution to defining the future shape of relations between the regional parties in the context of the Arms Control and Regional Security Working Group. b) The European Union will : - develop its role in the Ad Hoc Liaison Committee responsible for the coordination of international aid to the Occupied Territories. - maintain its leading role in the Regional Economic Development Working Group (REDWG) and develop its participation in other multilateral groups. - consider additional ways in which it might contribute towards the development of the region. c) The European Union will : - pursue confidence building measures which it has submitted to the parties; - pursue demarches to the Arab States with the aim of securing an end to the boycott of Israel. - closely follow the future of Israeli settlements throughout the Occupied Territories and pursu ...
