The Communication assesses the state of play of the Strategic Partnership with regard to Latin America and the results of the Commission’s strategy for Latin America, as outlined in its 2005 Communication ‘ A stronger partnership between the European Union and Latin America’[2].

In its 2005 Communication ‘ A stronger partnership between the European Union and Latin America’, the Commission sought to strengthen the bi-regional political and policy dialogue in a number of important areas. Its main objectives — which remain the EU’s current strategic policy priorities — are to: promote regional integration and negotiations to establish Association Agreements with sub-regions in Latin America; steer development cooperation towards the reduction of poverty and social inequality and improve educational levels.

The Parties agree to use all existing cooperation instruments to promote activities aimed at developing active and reciprocal cooperation between the European Union and Central America and, without undermining cooperation between the Parties, between Central America and other countries/regions in Latin America and the Caribbean in areas such as trade and investment promotion, environment, natural disaster prevention and response, scientific, technical and technological research, energy, transport, communications infrastructure, culture, regional development and land use planning, among others.

(3) Il ressort des informations recueillies aux États-Unis d'Amérique au cours d'une mission effectuée par l'Office alimentaire et vétérinaire (OAV) en mars 2000 et de celles fournies par l'Animal and Plant Health Inspection Service du ministère de l'agriculture des États-Unis d'Amérique que de nouvelles infestations de Xanthomonas campestris, souches pathogènes aux Citrus, ont été détectées dans les régions des Broward, Hendry et Hillsborough Counties en Floride. Par conséquent, ces régions doivent être supprimées de la liste des régions reconnues en Floride comme indemnes de Xanthomonas campestris (toutes les souches pathogènes aux Citrus).
(3) On the basis of information collected in the United States of America during a mission carried out by the Food and Veterinary Office (FVO) in March 2000, and supplied by the Animal and Plant Health Inspection Service of the United States Department of Agriculture, it appears that new infestations of Xanthomonas campestris, strains pathogenic to Citrus were detected in Broward, Hendry and Hillsborough Counties in Florida; therefore the said counties should be deleted from the list of areas recognised in Florida as being free of Xanthomonas campestris (all strains pathogenic to Citrus).
