B. whereas the Israeli-Palestinian conflict is to be viewed in the larger context of the Arab–Israeli conflict; whereas the EU considers that peace in the Middle East requires a comprehensive regional solution; whereas the violent crisis in Syria, the rise of Da’esh, increasing radicalism and the spread of terrorism in the Middle East are creating significant security threats for Israel and the entire region and further aggravating the suffering of Palestinians, but are also creating shared interests between the Arab states and Israel, while the nuclear deal with Iran, in which the EU played a significant role, offers a unique momentum for the peace process, which should not be missed;

D. considérant que l'Union est le principal partenaire commercial d'Israël et le principal pourvoyeur d'aide à la Palestine; que Federica Mogherini, vice-présidente/haute représentante de l'Union pour les affaires étrangères et la politique de sécurité (VP/HR), a exprimé à plusieurs reprises son engagement en faveur du renouvellement et de l'intensification du rôle de l'Union dans le processus de paix au Proche-Orient; qu'en avril 2015, Fernando Gentilini a été nommé nouveau représentant spécial de l'Union européenne pour le processus de paix au Proche-Orient; que l'Union, en dépit de son ambition et de son engagement à jouer un rôle effectif dans ce domaine, doit encore développer une vision globale et cohérente de son engagement dans le processus de paix au Proche-Orient, qui devrait refléter le contexte régional en mutation rapide;
D. whereas the EU is Israel’s largest trading partner and the biggest aid provider to the Palestinians; whereas the Vice-President/High Representative of the Union for Foreign Affairs and Security Policy (VP/HR), Federica Mogherini, has on several occasions expressed her commitment to renewing and intensifying the EU’s role in the Middle East peace process; whereas in April 2015 Fernando Gentilini was appointed the new EU Special Representative for the Middle East peace process; whereas the EU, despite its ambition and commitment to play an effective role in this field, has yet to develop a comprehensive and coherent vision of its engagement in the Middle East peace process, which should reflect the rapidly changing regional context;

Expresses hope for the Middle East peace negotiations and recalls that resolving the conflict in the Middle East is a fundamental interest of the EU, as well as of the parties themselves and of the wider region; stresses, therefore, that the need for progress is even more urgent on account of the ongoing changes in the Arab world, the Syrian crisis and the particularly volatile situation in the wider Middle East; calls on the Member States to find common ground for more decisive action by the EU in close cooperation with the Arab League and the other members of the Quartet; welcomes the resumption of direct negotiations between the Israelis and the Palestinians as a basis for achieving a two-state solution; criticises Israeli settlement policy, which is in violation of international law and is undermining the prospects for peace and a negotiated resolution of the conflict; reiterates that a stable and peaceful Middle East is in the EU's interest and calls for more active engagement with a view to achieving this aim; welcomes the publication of the Guidelines on EU funding instruments and calls for their sensitive, non-bureaucratic implementation;
