provide the competent bodies of the TIR Convention with full and complete information on the functioning of the TIR system, in particular, but not limited to, timely and well founded information on trends in the number of non-terminated TIR operations, claims lodged, pending, paid or settled without payment that might give rise to concerns with regard to the proper functioning of the TIR system or that could lead to difficulties for the continued operation of its international guarantee system;

C. considérant que, après le veto de la Russie et de la Chine à la proposition de résolution du Conseil de sécurité des Nations unies concernant la Syrie, les bombardements et les tirs à l'arme lourde et le mitraillage aveugles de quartiers fortement peuplés de la ville d'Homs et de sa population civile ont augmenté de façon spectaculaire, en particulier à Bab Amr, faisant au moins 400 morts depuis le 4 février 2012, notamment des femmes et de nombreux enfants, que les bombardements et les descentes domiciliaires de l'armée et des forces de sécurité syriennes se sont également intensifiés dans les villes de Bosr Harir, Dar’aa, Douma, Hama, Madaya et Zabadni, que les images satellites attestent les attaques systématiques et ciblées du régime al-Assad contre la population civile d'Homs; que les membres de l'opposition syrienne ont fait état d'indices d'utilisation possible d'armes chimiques par le régime al-Assad contre les civils;
C. whereas after the Russian and Chinese veto of the proposed U.N. Security Council resolution on Syria, bombardments, heavy shelling and indiscriminate fire against densely populated areas of the city of Homs and its civil population have increased dramatically, in particular in Bab Amr, causing at least 400 deaths since 4 February 2012, including women and many children; whereas bombardments, shelling and house-to-house raids by the Syrian army and security forces also intensified in the cities of Bosr Harir, Dar’aa, Douma, Hama, Madaya and Zabadni; whereas satellite images have proven the systematic and targeted attacks by the al-Assad regime against the civil population of Homs; whereas Syrian opposition members have reported signs of potential use of chemical weapons by the al-Assad regime against civilians;

La présente convention ne fait pas obstacle à l'application de tout autre accord international concernant le régime de transit et notamment le régime de transport international routier (TIR) ou le manifeste rhénan, sans préjudice des limitations de cette application à l'égard des transports de marchandises d'un point à un autre de la Communauté et des limitations à la délivrance des documents T 2 L servant à établir le caractère communautaire des marchandises.
1. This Convention shall be without prejudice to the application of any other international agreement concerning a transit procedure, in particular the TIR procedure or the Rhine manifest, subject to any limitations to such application in respect of the carriage of goods from one point in the Community to another point in the Community and to any limitations to the issue of T 2 L documents certifying the Community status of goods.
