ndividuelles et les régimes d'aide mis en œuvre avant la date d'entrée en vigueur du présent règlement et les aides octroyées au titre de ces régimes en l'absence d'une autorisation de la Commission et en violation de l'obligation de notification prévue à l'article 88, paragraphe 3, du traité, sont compatibles avec le marché commun au sens de l'article 87, paragraphe 3, point c), du traité, et sont exemptées s'ils remplissent les conditions définies à l'article 3 du présent règlement, à l'exception des conditions visées au paragraphe 1 et au paragraphe 2, points b)
