a pris note de l'état d'avancement des travaux concernant les deux propositions de règlements relatives au nouveau régime agrimonétaire suite à l'introduction de l'euro (() La première proposition concerne le règlement du Conseil établissant le régime agrimonétaire de l'euro qui sera d'application à partir du 1er janvier 1999 dans les pays pré-IN (règlement de base). La deuxième proposition concerne le règlement du Conseil relatif aux mesures transitoires pour l'introduction de l'euro dans la politique agricole commune qui sera aussi d'application à la même date pour les pays IN (règlement transitoire)). ; a procédé à un débat sur les deux propositions de la Commission à l'issue duquel il a constaté qu'une majorité de délégations souhaitent une adoption simultanée des deux règlements et qu'une large majorité des délégations est en faveur du projet de règlement de base tel qu'amendé par la Commission, sans préjuger du résultat final concernant le règlement transitoire; a chargé le Comité spécial Agriculture de poursuivre, en tenant compte des éléments d'appréciation et des orientations apparus au cours du débat, l'examen des points majeurs encore ouverts dans le projet de règlement transitoire et qui portent, d'une part, sur le seuil de déclenchement de 0,5% (qui pourrait devenir optionnel pour l'Etat membre), la franchise de 2,6% et le délai de confirmation de 24 mois et, d'autre part, sur les modalités de cofinancement; est convenu de revenir sur ce point ultérieurement afin de réexaminer ce dossier dans son ensemble, compte tenu de l'urgence pour son adoption que la date de l'introduction de l'euro au 1er janvier 1999 impose.
The Council: took note of progress regarding the two proposals for Regulations relating to the new agrimonetary arrangements further to the introduction of the euro ( ); held a discussion on the two Commission proposals, at the end of which it noted that most delegations wanted simultaneous adoption of them and that a large majority of delegations were in favour of the draft basic Regulation as amended by the Commission, without prejudging the final outcome regarding the transitional Regulation; instructed the Special Committee on Agriculture to continue, taking into account the views and positions that emerged during the discussion, examining the major points outstanding in the draft transitional Regulation, relating on the one hand to the triggering threshold of 0,5% (which could become optional for Member States), the 2,6% neutral margin and the 24-month confirmation deadline and on the other to the co-funding arrangements; agreed to return to this point at a later date in order to re-examine the dossier as a whole, taking into account the urgent need for adoption imposed by the introduction of the euro on 1 January 1999.

REGIME AGRIMONETAIRE Le Conseil a poursuivi l'examen de la proposition de la Commission sur le régime agrimonétaire à appliquer suite à la décision prise le 2 août 1993 par les Ministres des Finances et les Gouverneurs des Banques centrales d'élargir temporairement les marges de fluctuation dans le SME.
AGRI-MONETARY SYSTEM The Council continued its examination of the Commission proposal on the agri-monetary system applicable following the decision taken on 2 August 1993 by the Ministers for Finance and the Governors of the Central Banks to temporarily widen the fluctuation ranges in the EMS.

Cette proposition fait suite aux conclusions du Conseil du 21 septembre dernier et vise à adapter le régime agrimonétaire à la situation actuelle, caractérisée par un flottement généralisé des monnaies à l'intérieur de marges élargies qui entraîne, sur le plan agrimonétaire, notamment la suspension de fait de l'application du mécanisme du switch-over.
This proposal follows the Council conclusion of 21 September 1993 and aims to adapt the agri-monetary system to the current situation, characterized by an all-round floating of currencies within widened ranges which, in agri-monetary terms, has resulted among other things in the de facto suspension of application of the switch-over mechanism.

A la lumière de ce débat, il invite la Commission à lui soumettre, avant la prochaine session du Conseil Agriculture, une proposition sur le régime agrimonétaire à appliquer suite à la décision du 2 août .
In the light of that discussion it invited the Commission to submit, before the next Council meeting on agriculture, a proposal for the agri- monetary system to be applied following the decision of 2 August.
