Dans ce domaine, les mesures seront mises en oeuvre dans le cadre de programmes nationaux en vue de renforcer l'introduction et la mise en oeuvre des réformes structurelles sur le marché du travail ainsi que l'inclusion sociale conformément aux objectifs et orientations de la SEE.
Actions in this sphere would be delivered through national programmes with the aim of reinforcing the introduction and implementation of structural reforms in the labour market and strengthen social inclusion in line with the objectives and guidelines of the EES.

Les aides communautaires seront conditionnées à la mise en place de réformes structurelles permettant d'appliquer les directives dans les secteurs du gaz et de l'électricité (séparation du distributeur et du producteur, établissement d'un régulateur, tarification).
Community aid will be conditional on the introductions of structural reforms allowing application of the directives in the gas and electricity sectors (separation of distributors and producers, establishment of a regulator, setting of tariffs).

Les États membres intéressés peuvent également décider de reprogrammer des parties du budget d'assistance technique mis à leur disposition dans le cadre des Fonds structurels et d'investissement européens au profit des projets qui seront soutenus par le service d'appui à la réforme structurelle.

Les pays seront invités à renforcer leur politique économique et sa gouvernance, par l'élaboration coordonnée d'une stratégie nationale de réforme économique. Celle‑ci comprendra deux éléments: un programme macroéconomique et budgétaire et un programme pour les réformes structurelles et la compétitivité, qui seront examinés dans le cadre du dialogue tant bilatéral que multilatéral avec les pays.
The countries will be invited to enhance economic policy and its governance through the co-ordinated preparation of a national economic reform strategy comprising two elements – a macroeconomic and fiscal programme and a structural reforms and competitiveness programme. These will be dealt with both in the bilateral and multilateral dialogue with the countries:

To contribute to a dynamic and well-functioning EMU, euro area Member States need to ensure better coordination of their economic and budgetary policies in order to stimulate domestic demand and growth in a concerted fashion, initially by harmonising their budgetary timetables; those Member States that have not yet reached their medium-term budgetary objective should pursue an annual improvement in their cyclically-adjusted budget deficit net of one-offs and other temporary measures of 0.5% of GDP as a benchmark, while ensuring a higher adjustment effort in good times, keeping in mind that, in future, structural reforms will be taken into account when defining the adjustment path to the medium-term objective and temporary deviations from this objective will be allowed for countries that have already reached it; press forward with structural reforms that will improve euro area competitiveness by investing in innovation, industrial policy, education and professional training and economic adjustment to asymmetric shocks; Member States should complete the reform of the Stability and Growth Pact and ensure that it is strictly applied in order to re-establish confidence.
