42. note avec regret que le Conseil républicain pour les minorités nationales est inactif depuis 2009; invite les autorités à faciliter, en faisant preuve de bonne volonté, la formation du Conseil national bosniaque ainsi que l'intégration des deux communautés musulmanes dans le pays; attire l'attention sur le fait que le Sandžak ainsi que le sud et le sud-est de la Serbie, où vit un nombre important de minorités, sont des régions économiquement sous-développées qui nécessitent des efforts supplémentaires de la part des autorités pour lutter contre un taux élevé de chômage et l'exclusion sociale; réaffirme l'importance de la mise en œuvre du protocole sur les minorités nationales signé par les gouvernements roumain et serbe à Bruxelles, le 1 mars 2012; invite les autorités serbes à améliorer la situation de toutes les minorités, y compris les minorités rom, bosniaque, albanaise et bulgare, qui sont touchées de façon disproportionnée par la récession économique; et à veiller à l'application uniforme du cadre juridique relatif à la protection des minorités partout en Serbie, notamment dans les domaines de l'éducation, de la langue et des droits culturels; regrette les récents incidents survenus en Voïvodine, au cours desquels des minorités ethniques ont fait l'objet d'agressions; demande donc aux autorités, notamment aux forces de l'ordre, de procéder à une enquête approfondie sur les cas mentionnés;

Notes with regret that the Republican Council for National Minorities has not been active since 2009; calls on the authorities to facilitate in good faith the formation of the Bosniak National Council, as well as the integration of the two Islamic Communities in the country; draws attention to the fact that Sandžak and South and South-East Serbia, where a significant number of minorities live, are economically underdeveloped regions which require further efforts by the authorities to combat high unemployment and social exclusion; reiterates the importance of implementation of the protocol on national minorities signed by the Romanian and Serbian governments in Brussels on 1 March 2012; calls on the Serbian authorities to improve the situation of all minorities, including Roma, Bosniak, Albanian and Bulgarian minorities, which are disproportionally affected by the economic downturn, and to ensure consistent application of the legal framework on the protection of minorities throughout Serbia, notably in the areas of education, language and cultural rights; regrets the recent incidents in Vojvodina involving attacks on ethnic minorities; calls, therefore, on the authorities, particularly the forces of law and order, to investigate all details of the cases concerned;

- (EN) Je voudrais remercier le président en exercice du Conseil pour cette réponse, mais également lui demander de reconnaître, au cours de la présidence allemande, la préoccupation réelle que suscitent, à travers toute l’Union, les récents incidents faisant état d’enlèvements d’enfants à des fins d’exploitation. Je voudrais lui demander de reconnaître qu’il s’agit désormais d’un problème majeur de l’Union européenne, de son pays, du mien et d’autres, et de veiller à ce que nous parvenions à une conclusion, avant la fin de la présidence allemande, sur l’échange des casiers judiciaires des personnes qui exploitent des enfants et constituent un danger pour eux.
– I would like to thank the President-in-Office of the Council for that answer, but I should also like to ask him to acknowledge in the German Presidency the real concern across the European Union about recent incidents of possible child abduction for the purposes of exploitation. I would ask him to acknowledge that this is now a major issue in the European Union, for his country, for mine and for others, and to ensure that we come to a conclusion, before the end of the German Presidency, on the exchange of criminal records on people who work with children and will be a danger to them.
