Notes that European citizens want a high-quality, area-wide and affordable supply of necessary and important public services, while increasing competition and promoting a more level playing-field between providers of those services, whether they are public or private; highlights that, to that end, safeguarding competition between different providers is crucial; stresses that the recent SGEI package could lead to a simpler, clearer and more flexible framework in this regard; emphasises the Commission’s responsibility, under the TFEU competition rules, to ensure that the compensation granted to SGEIs is compatible with EU rules on state aid, in order to avoid imposing low-quality but expensive services on the public; expresses its concern with regard to exempting too many services from the scrutiny of competition authorities;

38. réaffirme qu'en ce qui concerne le partenariat méridional, l'objectif est de rapprocher les deux rives de la Méditerranée pour bâtir un espace de paix, de démocratie, de sécurité et de prospérité pour leurs 800 millions d'habitants, et d'offrir un cadre bilatéral et multilatéral efficace à l'UE et à ses partenaires pour relever les défis démocratiques, sociaux et économiques, promouvoir l'intégration régionale, notamment commerciale, et garantir leur co-développement au bénéfice de tous, d'aider les partenaires à bâtir des États démocratiques, pluralistes et laïques, notamment par le biais de programmes de développement des capacités institutionnelles, et de développer des régimes commerciaux mutuellement bénéfiques et ambitieux pour les échanges de biens et de services, précédés des études d'impact correspondantes, susceptibles de donner lieu à la création de zones de libre-échanges approfondi et complet, qui représenteront sans aucun doute une première étape sur la voie d'un vaste «espace économique euro-méditerranéen», ce qui pourrait aider également à atténuer les problèmes économiques des partenaires du voisinage méridional et faciliter l'intégration Sud-Sud; demande à la Commission et au Conseil de faciliter la mise en œuvre des six paquets de mesures présentés dans le document de la Commission sur le suivi des initiatives en matière de commerce et d'investissement en faveur des partenaires du Sud de la Méditerranée, du 30 mars 2011;

Reaffirms that, for the Southern partnership, the aim is to bring the two shores of the Mediterranean closer together with a view to establishing an area of peace, democracy, security and prosperity for their 800 million inhabitants, and to provide the EU and its partners with an effective bilateral and multilateral framework enabling them to overcome democratic, social and economic challenges, to promote regional integration, in particular in relation to trade, and to ensure their co-development for the benefit of all, and to assist the partners in building democratic, pluralistic and secular states, namely through institutional capacity building programmes, as well as to develop mutually beneficial balanced and ambitious arrangements for trade in goods and services, preceded by the relevant impact assessments, that can lead to DCFTAs, which will surely represent the first step towards a big ‘Euro-Mediterranean Economic Space’, which could also help to alleviate the economic problems of our neighbouring partners in the South and facilitate South-South integration; calls on the Commission and the Council to facilitate the implementation of the six packages of measures outlined in the Commission document of 30 March 2011 concerning the monitoring of trade and investment initiatives for the benefit of partners on the Southern shore of the Mediterranean;

22. invite instamment toutes les parties en présence à s'abstenir de toute action qui pourrait déboucher sur une escalade de la situation dans la région, confirme son soutien aux efforts internationaux visant à un règlement pacifique du conflit d'Abkhazie et d'Ossétie du Sud et se félicite des récentes propositions concrètes présentées par le président de Géorgie Mikheïl Saakashvili en vue de la résolution du conflit d'Abkhazie, telles que: large représentation politique aux niveaux les plus élevés du gouvernement géorgien, octroi de droits de veto sur toute législation majeure concernant l'Abkhazie et mise en place de garanties internationales pour assurer un large fédéralisme, une autonomie illimitée et la sécurité; invite l'Union européenne à s'engager plus activement dans la recherche d'une solution pacifique au conflit, à faire office de médiateur et à offrir un soutien concret aux propositions présentées par le président Saakashvili;
22. Urges all parties involved to refrain from any actions that could lead towards an escalation of the situation in the region, reiterates its support for international efforts aimed at a peaceful settlement of the Abkhazia and South Ossetia conflicts and welcomes the recent specific proposals put forward by the President of Georgia Mikheil Saakashvili regarding the resolution of the conflict in Abkhazia, such as: broad political representation at the highest levels of the Georgian Government, granting of veto rights on all major legislation related to Abkhazia, and establishment of international guarantees to ensure broad federalism, unlimited autonomy and security; calls on the European Union to be more actively involved in the search for a peaceful solution to the conflict, to act as a mediator and to offer concrete support for the proposals put forward by President Saakashvili;
