Définition: Trouble transitoire, survenant chez un individu ne présentant aucun autre trouble mental manifeste, à la suite d'un facteur de stress physique et psychique exceptionnel et disparaissant habituellement en quelques heures ou en quelques jours. La survenue et la gravité d'une réaction aiguë à un facteur de stress sont influencées par des facteurs de vulnérabilité individuels et par la capacité du sujet à faire face à un traumatisme. La symptomatologie est typiquement mixte et variable et comporte initialement un état d'hébétude caractérisé par un certain rétrécissement du champ de la conscience et de l'attention, une impossibilité à intégrer des stimuli et une désorientation. Cet état peut être suivi d'un retrait croissant vis-à-vis de l'environnement (pouvant aller jusqu'à une stupeur dissociative - voir F44.2), ou d'une agitation avec hyper-activité (réaction de fuite ou fugue). Le trouble s'accompagne fréquemment des symptômes neuro-végétatifs d'une anxiété panique (tachycardie, transpiration, bouffées de chaleur). Les symptômes se manifestent habituellement dans les minutes suivant la survenue du stimulus ou de l'événement stressant et disparaissent en l'espace de deux à trois jours (souvent en quelques heures). Il peut y avoir une amnésie partielle ou complète (F44.0) de l'épisode. Definition: A transient disorder that develops in an individual without any other apparent mental disorder in response to exceptional physical and mental stress and that usually subsides within hours or days. Individual vulnerability and coping capacity play a role in the occurrence and severity of acute stress reactions. The symptoms show a typically mixed and changing picture and include an initial state of daze with some constriction of the field of consciousness and narrowing of attention, inability to comprehend stimuli, and disorientation. This state may be followed either by further withdrawal from the surrounding situation (to the extent of a dissociative stupor - F44.2), or by agitation and over-activity (flight reaction or fugue). Autonomic signs of panic anxiety (tachycardia, sweating, flushing) are commonly present. The symptoms usually appear within minutes of the impact of the stressful stimulus or event, and disappear within two to three days (often within hours). Partial or complete amnesia (F44.0) for the episode may be present. (e) "Operating restrictions" shall mean noise related action that limits or reduces access of civil subsonic jet aeroplanes to an airport. It includes operating restrictions aimed at the withdrawal from operations of marginally compliant aircraft at specific airports as well as operating restrictions of a partial nature, affecting the operation of civil subsonic aeroplanes according to time period.

(25) The measures provided for by this Directive supersede those provided by Council Regulation (EC) No 925/1999 of 29 April 1999 on the registration and operation within the Community of certain types of civil subsonic jet aeroplanes which have been modified and recertificated as meeting the standards of volume 1, Part II, Chapter 3 of Annex 16 to the Convention on International Civil Aviation, third edition (July 1993)(10).

2. Conformément aux règles d'évaluation visées à l'article 5, les autorités gestionnaires des aéroports urbains répertoriés dans l'annexe 1 peuvent introduire des mesures plus strictes en ce qui concerne la définition des aéronefs présentant une faible marge de conformité, à condition que ces mesures ne concernent pas les avions à réaction subsoniques civils qui satisfont, de par leur certificat d'origine ou à l'issue d'un renouvellement de certificat, aux normes acoustiques du volume 1, deuxième partie, chapitre 4 de l'annexe 16 de la convention relative à l'aviation civile internationale.
2. Subject to the rules on assessment of Article 5, city airports listed in Annex 1 may introduce measures that are more stringent, in terms of the definition of marginally compliant aeroplanes, provided that these measures do not affect civil subsonic jet aeroplanes that comply, through either original certification or recertification, with the noise standards in Volume 1, Part II, Chapter 4 of Annex 16 to the Convention on International Civil Aviation .

"marginally compliant aeroplanes' shall mean civil subsonic jet aeroplanes, that meet the Chapter 3 certification limits laid down in Volume 1, Part II, Chapter 3 of Annex 16 to the Convention on International Civil Aviation by a cumulative margin of not more than 5EPNdB (Effective Perceived Noise in decibels), whereby the cumulative margin is the figure expressed in EPNdB obtained by adding the individual margins ( i.e. the differences between the certificated noise level and the maximum permitted noise level) at each of the three reference noise measurement points as defined in Volume 1, Part II, Chapter 3 of Annex 16 to the Convention on International Civil Aviation;
