5. souligne que la stabilité de l'environnement budgétaire et économique – ainsi que l'efficacité de l'environnement réglementaire, administratif et institutionnel – est essentielle à l'efficacité de la politique de cohésion mais ne doit pas compromettre la réalisation de ses objectifs; rappelle, à cet égard, que la suspension des paiements prévue à l'article 23 du règlement portant dispositions communes pourrait mettre à rude épreuve la capacité des autorités nationales, régionales et locales à planifier efficacement et à mettre en œuvre les Fonds structurels et d'investissement européens ("Fonds ESI") pour la période 2014-2020; insiste sur le fait que pour atteindre les objectifs de cohésion et ceux de la stratégie Europe 2020, la politique doit être étroitement liée aux politiques sectorielles et des synergies doivent être créées avec d'autres programmes d'investissement de l'Union; rappelle cependant que, conformément à l'article 175 du traité FUE, toutes les politiques économiques veillent à atteindre les objectifs définis en matière de cohésion économique, sociale et territoriale;

Stresses that a stable fiscal and economic – as well as an efficient regulatory, administrative and institutional – environment is crucial for the effectiveness of cohesion policy, but this must not undermine the achievement of its aims and objectives; recalls, in this respect, that a suspension of payments, as provided for in Article 23 of the Common Provisions Regulation, could undermine national, regional and local authorities’ capacity to plan effectively and implement the European Structural and Investment Funds (ESIF) for the 2014-2020 period; emphasises that, in order to achieve both the cohesion and Europe 2020 objectives, the policy must be aligned closely with sectoral policies and synergies shall be achieved with other EU investment schemes; recalls, however, that in line with Article 175 TFEU all economic policies shall pursue the attainment of the objectives of economic, social and territorial cohesion;

Reiterates, however, its position, as set out in its aforementioned resolution on the MFF of 13 March 2013, that the consent vote on the MFF Regulation cannot be granted unless there is an absolute guarantee that the outstanding payment claims for 2013 will be covered in full; expects the Council, therefore, to take a formal decision on Draft Amending Budget 2/2013 for an amount of EUR 7.3 billion, no later than the Ecofin Council to be held on 9 July 2013; insists that the Council stick to its political commitment to adopt without delay a further amending budget to avoid any shortfall in payment appropriations that could lead to a structural deficit in the EU budget at the end of 2013; states that Parliament will not give its consent to the MFF Regulation or will not adopt the Budget 2014 until this new amending budget, covering the remaining deficit as identified by the Commission, has been adopted by the Council;
