The European Parliament, the Council and the Commission agree to include in the revision of the Financial Regulation, aligning Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council to the Multiannual Financial Framework 2014-20, provisions necessary for the application of the arrangements for the allocation of the performance reserve and in relation to the implementation of financial instruments under Article 39 (SME initiative) under the Regulation laying down common provisions for the European Structural and Investment Funds concerning the reconstitution of:

10. prie instamment la Commission de remettre au Parlement européen et au Conseil, avant que le règlement en vigueur ne vienne à échéance et en temps utile pour pouvoir débattre du règlement qui le remplacera, un rapport sur l'état d'avancement de la ratification et de l'application des 27 conventions par chacun des pays bénéficiant du régime spécial d'encouragement; demande à la Commission de déterminer, dans le règlement portant révision du SPG, les instances de contrôle qui seront chargées de recommander qu'un pays adopte des mesures supplémentaires en vue de l'application effective d'une convention; affirme que, dans ce rapport, la Commission se devra également d'évaluer si les régimes spéciaux d'encouragement ont effectivement atteint leurs objectifs et, au besoin, de recommander la révision de l'annexe III;

Urges the Commission to submit to the European Parliament and the Council - before the present regulation ceases to apply and in time for discussion of the next regulation - a report on the state of ratification and implementation of the 27 conventions by each country benefiting from the special incentive arrangements; calls on the Commission to define, in its revised GSP regulation, the monitoring bodies which are to recommend whether additional steps for the effective implementation of a convention should be taken by a specific country; states that, in that report, the Commission must also evaluate the effectiveness of the special incentive arrangements in fulfilling their aim and recommend, where appropriate, revision of Annex III;
