(2) Le présent règlement doit se limiter à l'énonciation des grands principes et des règles de base régissant l'ensemble du domaine budgétaire couvert par le traité, tandis que les dispositions d'application doivent être renvoyées à un règlement portant modalités d'exécution, de manière à assurer une meilleure hiérarchie des normes et à améliorer ainsi la lisibilité du règlement financier.
(2) This Regulation should be confined to stating the broad principles and basic rules governing the whole budgetary sector covered by the Treaty, while the implementing provisions should be moved to a Regulation on rules for the implementation of this Regulation in order to produce a better hierarchy of rules and make the Financial Regulation easier to read.
