Mr. Ryder: Professor McNeil is probably more familiar with the report than I, but from my understanding of the chapter on governance and their earlier report entitled Partners in Confederation, and perhaps my memory is failing me, I do not recall them saying it was necessary to have a constitutional amendment to give effect.
