RWANDA The Council, recalling the discussion in the European Council at Brussels on 15 July 1994 and appalled at the scale of human suffering arising out of the rapidly deteriorating refugee situation in and around Rwanda - noted the request from UNHCR for ECU 50 million per month and examined possible ways of providing assistance of such a dimension for a limited period of up to 3 months; - mandated the Commission to negotiate urgently with the ACP the possibility of using part of the residual funds from the 5th and the 6th European Development Fund for humanitarian aid to Rwanda; - noted with satisfaction that the Commission was about to allocate, in addition to humanitarian aid previously extended, a further amount of ECU 22,7 million for short-term humanitarian assistance; - urged Member states to contribute, in addition to the European Union's efforts, with further bilateral humanitarian assistance; - invited Member States to transmit within the next week information on the scope and kind of assistance which they are able to provide to facilitate the early deployment of UNAMIR II; - invited Member States to notify the Presidency in the course of the next week of their national assistance to Rwanda.

3. Le Conseil a été informé par sa présidente, Mme BURTON, des résultats de la mission d'évaluation de l'UE qui s'est déroulée du 10 au 12 novembre au Zaïre et au Rwanda. 4. Le Conseil a estimé que le retour des réfugiés au Rwanda facilitait grandement l'organisation de l'aide humanitaire immédiate et contribuait également à la recherche de solutions au sein du Rwanda et dans la région. 5. Le Conseil a affirmé avec force que l'Union européenne s'engageait à soutenir l'action du gouvernement du Rwanda en vue de réinsérer les réfugiés sur une base juste et équitable et de promouvoir la réconciliation et le dialogue entre toutes les parties ainsi que le développement de la société civile.
3. The Council received a briefing from its President, Minister BURTON, on the outcome of the EU assessment mission of 10-12 November to Zaire and Rwanda. 4. The Council agreed that the return of refugees to Rwanda significantly facilitates the organisation of immediate humanitarian assistance and also assists in the search for solutions within Rwanda and the Region. 5. The Council strongly affirmed the commitment of the European Union to support the Government of Rwanda in its work to reintegrate the refugees on a just and equitable basis and to promote reconciliation and dialogue between all parties and the development of civil society.
