Given the fact that beneficiary countries currently financed under different headings of the Financial Perspective (heading 4 and 7) will, under the new Financial Perspective, be financed under the same heading, the Budgetary Authority needs to guarantee that the change of status to "Candidate country"(normally meaning higher funding) would be compatible with the ceiling.

7. Considers that the inclusion of these activities in the general budget will require increased appropriations in the corresponding headings; reminds that according to the joint statement on financial programming approved on 20 July 2000, the budgetary authority must have accurate information about the financial consequences of each new proposal presented by the Commission; calls on the Commission to present a financial assessment of the post-ECSC activities being phased in the general budget as they may have an impact on the margin under the ceiling of each heading of the financial perspective; stresses the need for further consultation of the budgetary authority should significant changes be made during the renewal of programmes financed under the general budget; believes this to be the only way to ensure that these changes are compatible with the current ceilings of the financial perspective;

It is aware of the need to ensure that the correlation between ABB activities and the headings of the financial perspective is monitored given that an increase or a decrease in the amount for an activity could lead to changes in several headings of the financial perspective.

In establishing its draft budget the Council was guided by the following principles: identification of clear priorities, budget entries which are realistic and correspond to what can be implemented while fulfilling commitments together with the existence of legal bases and the maintenance of substantial margins under the headings of the financial perspective – criteria laid down in the Interinstitutional Agreement of 29 October 1993.
