Recalls that in the joint statement on the financing of the European GNSS programmes following the relevant agreement of 23 November 2007, Parliament and the Council confirmed that the estimated total amount needed for Full Operational Capability of the GNSS Galileo project is EUR 3 400 million for the 2007-2013 period, and declared that this amount should not be exceeded for the duration of the 2007-2013 financial framework; is convinced, however, that these estimates in the current financial framework are inadequate for bringing an efficient, competitive service into operation and ensuring the necessary technological linkage by 2013; deplores the fact, therefore, that in its January 2011 mid-term review the Commission did not propose any additional funding for the GNSS programmes for the period up to 2013, which may lead to unacceptable delays in their completion; points out that, should extra funds be needed during this period, redeployment from current multiannual programmes cannot be seen as a viable option, and that further reductions under Heading 1a, in particular concerning the 7th Framework Programme, are unacceptable;

Is surprised that, in this exercise, the Council has not taken into account latest Commission's forecasts for programmes’ implementation, based on estimates of the same Member States, which on the one hand clearly highlight areas of over-performances where reinforcements are needed already in 2012 and on the other hand warn about the severe risk of shortages of payments, in particular under Headings 1a, 1b and 2; recalls in this context the letter that President Barroso addressed to the 27 Member States in July 2012 expressing his concern about the cuts made to the DB by the Council's reading, as a result of which there is a risk that sufficient funds are not made available to enable the EU to honour its debts;

Considers that the reference amount indicated in the legislative proposal is compatible with the ceiling for subheading 1a of multiannual financial framework for 2007-2013 (MFF), but the margin remaining in heading 1a for 2011-2013 is very limited and the funding of new activities must not jeopardise the financing of other priorities under subheading 1a; reiterates, therefore, its call for a review of the MFF, accompanied by concrete proposals to adjust and revise it before the end of first semester 2010 by using all the mechanisms available under the Interinstitutional Agreement of 17 May 2006 between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management (IIA), and, in particular, those in points 21 to 23 thereof, in order to ensure the financing of the European Securities and Markets Authority (Authority) without jeopardising the financing of the other priorities, and ensuring that a sufficient margin will remain, under subheading 1a;
