However, the largest single proportion of respondents felt that there is no case for moving projects from Annex II to Annex I (i.e. Austria, Denmark, Greece, Netherlands, Spain, Sweden, UK). There was some consensus on the view that it was far too early to judge whether the Annex I and II lists needed further revision and that there needs to be far more research on the relationship between the Annexes and how the system operates in practice across the EU as a whole.
