44. prend acte de la communication de la Commission du 28 octobre 2014 concernant "l'adoption des recommandations du groupe de travail interinstitutionnel pour l'établissement et l'utilisation de déclarations nationales" (COM(2014)0688); fait observer que la présentation de ces déclarations est facultative et se félicite donc que quatre États membres, en l'occurrence le Danemark, les Pays-Bas, la Suède et le Royaume-Uni, aient décidé de présenter la leur; regrette, cependant, que ces déclarations diffèrent les unes des autres de par leur forme, leur portée, leur niveau de détail et la période considérée, et fait remarquer qu'elles sont finalement d'une utilité limitée;

Takes note of the Commission communication of 28 October 2014 entitled 'On the adoption of the inter-institutional working group recommendations for the establishment and use of national declarations' (COM(2014)0688); points out that the submission of declarations is voluntary, and therefore welcomes the fact that four Member States - Denmark, the Netherlands, Sweden and the United Kingdom - have decided to submit them; regrets, however, that those declarations differ in form, scope, comprehensiveness and the reporting period and notes that as a result of this, they are therefore of little use;

Although the information provided by the United Kingdom showed a very significant increase of the production costs due to the AGL, which would normally make it likely that such increase could not have been passed on without important sales reductions, the Commission at that stage could not conclude in the light of the information provided, in particular the insufficiently detailed information, that the compatibility condition in point 158(c) of the 2008 Environmental Aid Guidelines was met.

While noting with satisfaction that the EU is on track to meet its 2020 target, expresses its concern at the large number of countries (Belgium, France, Luxembourg, Malta, the Netherlands, Spain and the United Kingdom) which, according to the Commission’s 2015 Renewable Progress Report 2014-2020 estimates, may have to strengthen their policies and tools to ensure they meet their 2020 objectives, while achievement thereof is also not certain in the case of Hungary and Poland; calls on Member States that are lagging behind to undertake additional measures to get back on track; welcomes the fact that some Member States have already met or will very shortly meet their 2020 targets, well ahead of time, such as Bulgaria, the Czech Republic, Denmark, Estonia, Croatia, Italy, Latvia, Lithuania, Austria, Romania, Finland and Sweden.

47. Welcomes the voluntary initiatives taken by Denmark, the Netherlands, Sweden and the United Kingdom to draw up national management declarations; notes, however, the big differences between the four national initiatives; warmly welcomes the letter from the Dutch and Swedish Governments inviting the Commission to issue guidance on the definition of key aspects of national declarations, which could also serve as a valuable source of information for other Member States; regrets the fact that, despite those initiatives, most other Member States have yet to introduce them;
