With regards to his expectations ahead of tonight's Euro Summit, President Juncker said “We will sit down tonight and will try to get things going without rhetorical side-effects so that we can get to an agreeable solution (.) The Commission would like to know what the “no” vote means, because I am told it's not a "no" to Europe, and I am told it's not a “no” to the euro.

Recalls the commitment of Member States to revert to the issue in 2015 with a view to opening accession negotiations; considers that starting EU negotiations can only positively influence efforts towards resolving bilateral disputes while also generating further much-needed reforms, particularly in respect of the rule of law, the independence of the judiciary and the fight against corruption; emphasises that continuing to delay the opening of negotiations entails an increasing and unpredictable cost for the country as well as for regional stability; stresses that further prolonging the status quo undermines the credibility and effectiveness of the EU’s enlargement policy and its position in the region;

The extension of the constitutional debate beyond these dates would cause two serious problems of legitimacy and transparency. On the one hand, the constituent legacy of the Convention would be lost; on the other, the European citizens would find themselves voting in European elections without any idea of the future constitutional shape of the Union.

Prolonger les négociations constitutionnelles au-delà de ces dates poserait de graves problèmes de légitimité et de transparence démocratique. En effet, d'une part, l'on verrait le patrimoine constituant de la Convention se dissiper progressivement et, d'autre part, l'on demanderait aux citoyens européens de voter aux élections du Parlement européen sans connaître les traits constitutionnels de la future Union.
Any extension of the constitutional negotiations beyond those dates would raise two serious problems of legitimacy and democratic transparency: on the one hand, it would mean a gradual dissipation of the constituent foundations built up by the Convention, and, on the other, it would mean asking the European voters to elect their Parliament without knowing the constitutional shape of the future Union.
