Cette procédure avait débouché en octobre 1988 à l'imposition de droit pour certains fabricants et à l'acceptation d'engagements offerts par d'autres producteurs dont Ricoh Company Ltd. Suite à cette enquête, la Commission a établi que Ricoh Company Ldt avait entamé la fabrication ou l'assemblage du produit concerné dans sa filiale à part entière en France - Ricoh industrie France S.A. Elle a jugé opportun d'étendre l'enquête sur l'assemblage de photocopieurs à cette entreprise en ouvrant une nouvelle enquête en mai 1989.
The proceeding led to the imposition of a duty on certain manufacturers in October of that year and the acceptance of undertakings made by other manufacturers, among them Ricoh. After that investigation the Commission discovered that Ricoh's wholly- owned French subsidiary, Ricoh Industrie France S.A., had started manufacture or assembly of the product in question in France. The Commission thought it wise to extend the investigation to this firm's photocopier assembly operation and opened a new investigation in May 1989.
