Considers that the fight against income inequalities and the promotion of real convergence should be at the top of the EU´s economic and social agenda; requests that the European budgets, including the future Financial Perspectives 2007-2013, promote sustainable development and social, territorial and economic cohesion; urges the Commission to ensure that any measures adopted do not cause the cohesion policy to be cut back in favour of other policies, and to be aware that 'competitiveness' cannot be a substitute for convergence in the Member States and the regions lagging behind;
