The Urban Water Atlas stems from a collaboration of the European Commission's in-house science service – the Joint Research Centre – with Fundació CTM Centre Tecnològic, the KWR Watercycle Research Institute, the European Innovation Partnership on Water, and the Network for Water in European Regions and Cities, NETWERC H2O.

Cette action conjointe devrait s’appuyer sur les projets de recherche et d’innovation ci-après, encourager leur prise en compte dans la pratique clinique et exploiter leurs résultats et réalisations: «Clinical decision making and outcome in routine care for people with severe mental illness» (CEDAR) (34), «Children of Prisoners, Interventions Mitigations to Strengthen Mental Health» (COPING) (35), «European Network of Bipolar Research Expert Centres» (ENBREC), «Prevalence, 1-year incidence and symptom severity of mental disorders in the elderly: Relationship to impairment, functioning (ICF) and service utilisation» (MentDis_ICF65+) (36), «Financing systems’ effects on the Quality of Mental health care in Europe» (REFINEMENT), «A Roadmap for Mental Health Research in Europe» (ROAMER), «Save Young Lives in Europe: Promote health through prevention of risk-taking and self-destructive behaviours» (SEYLE) (37), «Tailored implementation for chronic diseases» (TICD) et «Work Together to Stop Truancy Among Youth» (WE-STAY).

15. rappelle que de nombreuses actions et programmes à poursuivre et à initier en direction des RUP sont susceptibles d'apporter des contributions significatives à des priorités communautaires et internationales établies, notamment dans les domaines tels que le réchauffement climatique, la protection de la biodiversité, les énergies renouvelables, la santé dans les pays en développement, l'alimentation, la diversification des activités économiques et productives; se félicite de la mise en œuvre notamment du programme NET-BIOME (NETworking tropical and subtropical Biodiversity research in OuterMost regions and territories of Europe in support of sustainable development) qui constitue un exemple significatif du potentiel des RUP dans le domaine de la recherche scientifique; s'interroge néanmoins sur le fait qu'en dépit de la quantité de projets menés et de l'ampleur du potentiel des RUP, l'insertion de ces dernières au sein de l'Espace européen de la recherche reste encore faible;

Points out that many actions and programmes to be pursued and initiated for the ORs can make significant contributions to established Community and international priorities, in particular as regards climate change, the protection of biodiversity, renewable energies, health in developing countries, food supplies and diversification of economic and productive activities; welcomes the implementation of the NET-BIOME programme (NETworking tropical and subtropical Biodiversity research in OuterMost regions and territories of Europe) in particular, which is a significant example of the ORs' potential in the field of scientific research; wonders, however, about the fact that, despite the quantity of projects conducted and the extent of the OR's potential, the ORs' integration in the European Research Area is still limited;

Recalls its conclusion of 29 April 1993, according to which detailed criteria and mechanisms should be established for cost-effective implementation and improved management of the Framework Programme in order to ensure that its objectives are fully met; reaffirms also its emphasis on the need for the improvement of procedures for systematic, independent and timely evaluation of the Framework Programme; 2. Welcomes in this respect the initiatives undertaken by the Commission with a view to improving the management of the EC research programmes and encourages the Commission to develop further such initiatives in time for the implementation of the 4th Framework Programme; 3. Emphasizes that procedures and tools for programme implementation should as far as possible be simplified and harmonised in order to facilitate participation in Community research programmes, particularly by SMEs, and to allow for smooth, transparent and timely implementation of the Framework Programme; welcomes in this respect the circulation by the Commission of information bulletins on a regular basis; 4. Would welcome in particular, without prejudice to the quality and transparency of the selection procedure, improvements in specific areas, such as the shortening of delays between deadlines for receipt of proposals and start of selected projects and the provision of information to applicants on non-selected proposals; 5. Takes note of the Commission's intention to assess in further detail the possible benefits and disadvantages of decentralised management and possible further concrete measures that could be taken in this field, so as to enable Council to take a view on this issue as soon as possible; 6. Considers that possible new types of activities, for example thematic networks of excellence, concertation networks and consortia for integrated projects, as proposed by the Commission, need to be clarified further; 7.
