The various pleas by the applicants alleging defects of form and procedure fall into four main categories. First, they challenge the Commission's appreciation of the scope of the judgment of 15 June 1994 annulling the 1988 decision and the consequences it drew therefrom. They then maintain that there were irregularities in the adoption and authentication of the Decision. They also argue that the procedure prior to the adoption of the 1988 decision is vitiated by irregularities. Finally, they argue that insufficient reasons were stated for the Decision in relation to certain questions falling within the three preceding categories. The Court rejects all those pleas.
