COMMUNICATION DE LA COMMISSION RELATIVE AUX PERSPECTIVES DE COOPERATION INTERNATIONALE DANS LE DOMAINE DE LA RECHERCHE ET DU DEVELOPPEMENT TECHNOLOGIQUE - RESOLUTION DU CONSEIL A la suite des discussions qui ont été consacrées à la communication de la Commission relative aux perspectives de coopération internationale dans le domaine de la recherche et du développement technologique, tant au sein du CREST qu'au Comité des représentants permanents, le Conseil a adopté la résolution suivante : "Le CONSEIL DE L'UNION EUROPEENNE, ayant examiné la communication de la Commission, du 20 octobre 1995, relative aux perspectives de coopération internationale dans le domaine de RDT et à la lumière de l'avis du Comité de la recherche scientifique et technique (CREST), 1. COMMISSION COMMUNICATION ON PERSPECTIVES FOR INTERNATIONAL COOPERATION IN THE FIELD OF RESEARCH AND TECHNOLOGICAL DEVELOPMENT - COUNCIL RESOLUTION Following the discussions which have taken place on the Commission's communication on perspectives for international cooperation in research and technological development, both in CREST and in the Permanent Representatives Committee, the Council adopted the following resolution : "THE COUNCIL OF THE EUROPEAN UNION, Having examined the Commission communication of 20 October 1995 on Perspectives for International Cooperation in the field of RTD, and in the light of the opinion of the Scientific and Technical Research Committee (CREST), (1) ENDORSES the five overall objectives for future Community policy further to strengthen and increase cooperation in RTD with third countries, as follows: - strengthen European competitiveness and develop technologies for future markets; - develop partnership in science and technology, in particular with third countries of strategic interest to the Community; - share responsibility and conduct RTD on economic and social challenges; - promote RTD relevant to the needs and priorities of developing countries for fostering their sustainable growth; - share ST information and contribute to large scale and frontier science and technology (2) EMPHASIZES that cooperation with third countries in the field of RTD should continue to be based on the following principles: subsidiarity; mutual benefit; consistency with other Community policies, in particular the Union's external policies; efficiency and quality (3) UNDERLINES the need for a differentiation in approach between the different third country partners for economic, political and geographical reasons.

Le programme Matthaeus appelé ainsi du nom du saint patron des douaniers, représente une action pilote qui porte sur des programmes d'échanges entre douaniers d'administrations nationales différentes avec les objectifs suivants : a) préparer les fonctionnaires des douanes des Etats membres aux implications du marché intérieur, notamment en ce qui concerne la suppression des contrôles aux frontières et la réorientation vers les contrôles aux frontières extérieures, et rendre ainsi plus efficaces les mesures de prévention et de répression de la fraude; - 2 - b) dispenser au plus grand nombre de fonctionnaires des douanes une formation professionnelle complémentaire adaptée; c) mettre en valeur tout le savoir-faire des douanes dans la Communauté grâce à une plus grande mobilité du personnel et perfectionner ainsi la gestion de l'Union douanière; d) stimuler une coopération intensive et permanente à tous les niveaux des administrations concernées en vue de les préparer à travailler ensemble dans le cadre du marché intérieur.
Matthaeus, which is named after the patron saint of customs officers, is a pilot scheme for arranging exchanges of officials between customs administrations in different Member States and is designed to: (a) prepare national customs officials for the single European market, with special reference to the elimination of border checks and the shifting of controls to the Community's external frontiers, in the interests of improving the effectiveness of measures to prevent and combat fraud; - 2 - (b) provide as many customs officials as possible with additional, specially adapted training; (c) exploit the expertise of national customs administrations thanks to increased mobility for customs personnel, thereby improving management of the Customs Union; (d) stimulate intensive, on-going cooperation at all levels within the customs administrations to prepare them for working together within the single European market.
