As the only representative of the Italian Pensioners’ Party in this House, I hope and pray that, in the next European Parliament, expanded to include the Republic of Latvia too, among the representatives elected by the Latvians there will be a representative of the Pensioners’ Party who, together with the – I hope, numerous – representatives of the pensioners’ parties of all the states who will be entering the European Parliament for the first time in 2004, will be able to help to defend the interests of the elderly.

Le point 5 se présenterait donc comme suit : "Se félicite de l'accord politique sur le consensus pour la transition en RCD signé le 19 avril 2002 entre le gouvernement de la RDC, le MLC de Jean Pierre Bemba, le RDC-ML, le RDC-N et d'autres représentants de l'opposition non armée et de la société civile ; regrette que les partis de l'opposition (UDPS, FONUS, PALU et MNC/L), ainsi que d'autres partis et plates-formes représentant la société civile, n'aient pas signé l'accord du 19 avril et soutient les efforts du représentant spécial de l'Union européenne de mener à bien l'alliance pour la protection du dialogue intercongolais incluant le RCD-Goma et cinq partis de l'opposition non armée dans cet accord".
Paragraph 5 would therefore read as follows: “Welcomes the political agreement on the consensus for transition in the DRC signed on 19 April 2002 by the Government of the DRC, the MLC of Jean Pierre Bemba, the RDC-ML, the RDC-N and other delegates of the unarmed opposition and civil society; regrets that the opposition parties (UDPS, FONUS, PALU and MNCL), and other parties and platforms representing civil society have not signed the Agreement of 19 April and supports the efforts of the special representative of the European Union to move forward the Alliance for the Protection of the Inter-Congolese dialogue, which includes the RCD-Goma and five unarmed opposition parties to this agreement”.

C'est pourquoi j'en appelle à la Commission et au Conseil pour encourager et soutenir systématiquement les représentations communales nouvellement élues, et non pas seulement les représentants du parti de gouvernement, mais également les représentants des partis d'opposition, qui ne doivent pas se contenter de former un simple vernis de respectabilité, mais sont nécessaires pour que cette première avancée timide vers la démocratie représente plus qu'un show de propagande, c'est-à-dire une véritable démocratie.
I therefore appeal to the Commission and the Council to systematically promote and support the newly-elected local assemblies, by which I mean not only the representatives of the ruling party but also those of the opposition parties, which must not be allowed to degenerate into fig leaves, but which are needed so that this first tentative step towards democracy may result in real democracy and not just a propaganda show.
