Building on the international consensus that the ocean governance framework needs to be strengthened, the Commission and the High Representative will pursue the following actions:

* rehausser l'image de l'UE dans toute l'Asie en y renforçant et en y élargissant notre réseau de délégations, en développant la coordination de l'UE à tous les niveaux et en intensifiant notre politique d'information et de communication dans la région; comme indiqué dans la récente communication de la Commission relative au développement du service extérieur [21] et outre le renforcement des délégations existantes (notamment dans le contexte de la déconcentration de la gestion de l'aide), la Commission propose d'ouvrir de nouvelles délégations dans les pays où nous sommes encore sous-représentés politiquement, en tenant compte tant de la dimension commerciale que de la coopération; elle propose en particulier d'ouvrir de nouvelles délégations en Malaisie, à Singapour, au Cambodge, au Laos et au Népal; il est également envisagé d'ouvrir un bureau de représentation commerciale à Taïwan.
* raise the EU's profile across Asia, strengthening and broadening our network of Delegations across the region, enhancing EU coordination at all levels, and intensifying information and communication efforts across the region. As indicated in the Commission's recent Communication on the development of the External Service, [21] and in addition to strengthening our existing Delegations (notably in the context of deconcentration of aid management), the Commission also proposes to open new Delegations in those countries where we are still under-represented politically, taking into account both trade and cooperation issues. In particular, it is proposed that new Delegations be opened in Malaysia and in Singapore, and in Cambodia, Laos and Nepal.. Consideration will also be given to opening a trade representation office in Taiwan.

se félicite de la communication conjointe sur le renforcement des capacités et se joint au Conseil pour réclamer sa mise en œuvre de toute urgence; souligne que l'Union européenne, en particulier par son approche globale comprenant des moyens civils et militaires, peut contribuer au renforcement de la sécurité dans les pays fragiles et frappés par des conflits et répondre aux besoins de nos partenaires, notamment pour ce qui est de l'appui militaire, en rappelant que la sécurité est une condition préalable au développement et à la démocratie; regrette que ni la Commission ni le Conseil n'aient communiqué au Parlement leur évaluation des possibilités juridiques en matière de renforcement des capacités; invite les deux institutions à informer le Parlement en temps utile sur cette question; demande à la Commission de proposer une base juridique conforme aux objectifs européens initiaux de 2013 énoncés dans l'initiative «Enable and Enhance».
Welcomes the Joint Communication on capacity-building and joins the Council in calling for its urgent implementation; points to the EU’s potential, particularly through its comprehensive approach covering civilian and military means, to help strengthen security in fragile and conflict-affected countries and to address the needs of our partners, in particular for military recipients, while reiterating that security is a precondition for development and democracy; regrets that neither the European Commission nor the Council shared with the European Parliament their assessment of the legal options in support of capacity building; calls on both institutions to inform the European Parliament on this in due time; calls on the European Commission to suggest a legal base in line with the original European objectives of 2013 outlined in the initiative on ‘Enable and Enhance’.

C’est dans ce sens que nous allons de l’avant, et là je tiens à souligner spécialement l’ambition exprimée par M. Swoboda, et je le remercie, d’un partenariat renforcé entre Commission et Parlement européen lorsque nous parlerons des perspectives financières, du besoin de résister à certaines lectures plutôt dans le sens intergouvernemental qu’on écoute maintenant, ce qui est surprenant, parce qu’effectivement le traité de Lisbonne va exactement dans le sens contraire, celui de renforcer davantage la dimension européenne.
This is how we make progress, and in this respect, I wish to highlight in particular the ambition expressed by Mr Swoboda – and I thank him – for an enhanced partnership between the Commission and the European Parliament when we talk about the financial perspective, about the need to resist certain rather intergovernmental interpretations that one hears nowadays. Such interpretations are surprising, because the Treaty of Lisbon is, in fact, the exact opposite of intergovernmentalism: it strengthens the European dimension.

En d'autres termes, je pense que le rapport du Parlement européen, la proposition émise par Mme Frassoni, ainsi que l'opinion de Mme Wallis visent à renforcer la Commission, pour que la Commission ne se croie pas seule et sans défense face aux gouvernements, mais utilise plutôt le Parlement européen pour renforcer ce rôle de supervision et de contrôle que la Commission remplit dans l'application du droit communautaire.
In other words, I think that the European Parliament report, the proposal put forward by Mrs Frassoni and also the opinion of Mrs Wallis are aimed at strengthening the Commission, so that the Commission does not consider itself to be alone and defenceless against the governments, but rather has the European Parliament to strengthen this role of overseeing and monitoring that the Commission has in relation to the application of Community law.

This afternoon, I believe there is a conclusion we all agree on: we have all said we must strengthen the European institutions and have all emphasised in particular that we must strengthen the Commission.

30. partage l'opinion qu'il demeure essentiel de reconstruire les infrastructures juridiques et judiciaires et de renforcer la Commission des droits de l'homme, organe indépendant, et notamment ses capacités en matière de surveillance des droits de l'homme et d'enquête sur les violations des droits de l'homme; réclame un renforcement de l'assistance internationale dans ces domaines; estime qu'il est impératif de mener rapidement et en toute objectivité une enquête sur tous les cas de violation des droits de l'homme et les crimes de guerre; engage les États membres à assister les Nations unies dans leurs efforts pour enquêter sur les crimes de guerre et les violations des droits de l'homme;
30. Shares the view that it remains fundamental to rebuild the juridical and legal infrastructure, as well as strengthen the independent Human Rights Commission and its capacity to monitor human rights and carry out investigations of human rights violations; calls for the reinforcement of international assistance in these areas; considers it imperative that a swift, objective investigation of all human rights violations and war crimes be carried out; calls on the Member States to assist the United Nations in its efforts to investigate war crimes and human rights violations;
