TRADUCTIONS EN CONTEXTE

Cette communication avait été annoncée dans le rapport de printemps de 2003 [5], la Commission s'étant engagée à adopter une communication sur "la réorganisation des actions actuellement disparates liées à l'inclusion sociale et aux pensions et, le moment venu, la coopération en matière de soins de santé et des efforts visant à "rendre le travail payant" dans le cadre d'une méthode ouverte de coordination unique".
It had been announced in the Spring Report of 2003 [5], where the Commission has committed itself to adopt a communication on "the streamlining of current disparate actions linked to social inclusion and pensions and, in time, cooperation in relation to healthcare and "making work pay" into a single Open Method of Coordination".

En ce qui concerne les systèmes de transport intelligents, la politique du RTE-T a contribué en particulier à préparer les projets Galileo et SESAR (programme de recherche sur la gestion du trafic aérien dans le ciel unique européen), initiatives européennes majeures qui devraient, lorsqu'elles seront opérationnelles, rendre l'utilisation des infrastructures de transport beaucoup plus efficace. En ce qui concerne le transport routier, ferroviaire et aérien, par exemple la gestion du trafic maritime (VTM) et les services d’information fluviale (SIF), des projets en matière de systèmes de transport intelligents ont été élaborés de façon flexible, sur la base des caractéristiques définies par les orientations relatives au RTE-T. Cette approche théorique permet d’incorporer les évolutions technologiques, les besoins du marché et les initiatives de coopération entre partenaires issus de différents États membres; alliée à la possibilité de contribution à hauteur de 50 % pour la préparation des projets, elle a eu une incidence notable sur le développement de projets transfrontaliers, qui sinon n’auraient peut-être pas existé. Les méthodes flexibles de mise en œuvre de projets de ce type, fondées sur des objectifs et critères préétablis, devraient aussi se prêter à la réalisation d'autres objectifs de la politique de transport, à savoir la fourniture de services de transport efficaces (du point de vue économique comme environnemental), sûrs, fiables et de grande qualité.
As regards intelligent transport systems, TEN-T policy has helped in particular to prepare Galileo and the Single European Sky Air Traffic Management Research (SESAR) ( major European projects which, once operational, are expected to make the use of transport infrastructure far more efficient. In road, rail and air transport, as in Vessel Traffic Management and River Information Services, ITS projects have been developed in a flexible way, on the basis of characteristics set out in the TEN-T Guidelines. This conceptual approach makes it possible to incorporate technological developments, market needs and cooperation initiatives between partners from different Member States and, combined with the 50% funding possibility for project preparation, has had a significant impact on the development of cross-border projects which might not have existed otherwise. This kind of flexible approach to project development, based on pre-established objectives and criteria, should also be lend itself to achieving other transport policy objectives – the provision of efficient (both economically and environmentally), safe, secure and high quality transport services.

2. Lorsque, dans le cadre de cette coopération, une BCN n’est pas en mesure de satisfaire aux obligations énoncées aux articles 2 et 4 car l’autorité nationale compétente ne lui a pas fourni les informations nécessaires, la BCE et la BCN se concertent avec cette autorité sur la manière de rendre ces informations disponibles.
2. When, in the course of this cooperation, an NCB is unable to comply with the requirements laid down in Articles 2 and 4 because the competent national authority did not provide the NCB with the necessary information, the ECB and the NCB shall discuss with that authority how this information can be made available.

Cette stratégie devrait viser à renforcer la coopération en matière de répression, de gestion des frontières, de protection civile et de gestion des catastrophes ainsi qu'à intensifier la coopération judiciaire en matière pénale afin de rendre l'Europe plus sûre.
The strategy should be aimed at strengthening cooperation in law enforcement, border management, civil protection, disaster management as well as judicial cooperation in criminal matters in order to make Europe more secure.

Pour rendre cette coopération la plus opérationnelle possible, il convient de prévoir que l'agence exécutive a son lieu d'implantation où sont établis la Commission et ses services conformément au protocole sur la fixation des sièges des institutions et de certains organismes et services des Communautés européennes, ainsi que d'Europol, annexé au traité sur l'Union européenne et aux traités instituant la Communauté européenne, la Communauté européenne du charbon et de l'acier et la Communauté européenne de l'énergie atomique.
To facilitate such collaboration as much as possible, each executive agency should be located at the place where the Commission and its departments are located in accordance with the Protocol on the location of the seats of the institutions and of certain bodies and departments of the European Communities and of Europol annexed to the Treaty on European Union and to the Treaties establishing the European Community, the European Coal and Steel Community and the European Atomic Energy Community.
