La Commission a proposé cette refonte d'un règlement relatif au relevé statistique des transports de marchandises par route dans l'objectif, 1) de codifier différents actes applicables aux statistiques routières et 2) de fixer de nouvelles conditions pour la délégation de pouvoirs par le législateur à la Commission.

Lors de l’examen de la proposition de règlement du Conseil en vue de la refonte du règlement (CE) n° 1172/98 du Conseil du 25 mai 1998 relatif au relevé statistique des transports de marchandises par route, le Groupe a, d’un commun accord, constaté que la proposition ne comporte pas de modifications de fond autres que celles qui y ont été identifiées comme telles.
While examiningthe proposal for a Council regulation aimed at recasting Council Regulation (EC) No 1172/98 of 25 May 1998 on statistical returns in respect of the carriage of goods by road, the Group agreed, by common accord, that the proposal does not contain any substantive amendments other than those already identified as such in the text.

In accordance with Council Regulation (EC) No 1172/98 of 25 May 1998 on statistical returns in respect of the carriage of goods by road (6), Regulation (EC) No 91/2003 of the European Parliament and of the Council of 16 December 2002 on rail transport statistics (7) and Regulation (EC) No 1365/2006 of the European Parliament and of the Council of 6 September 2006 on statistics of goods transport by inland waterways (8), the collection of data by type of goods is mandatory for European statistics on road, rail, and inland waterways transport respectively, while it is voluntary for maritime transport.

The second paragraph of Annex VIII to Directive 2009/42/EC of the European Parliament and of the Council (2) provides that the conditions for collecting data set B1 (data concerning ‘Seaborne transport in the main European ports, by port, type of cargo, goods and relation’) are to be decided by the Council on a proposal from the Commission in the light of the results of the pilot study carried out during a three-year transitional period, as provided for in Article 10 of Council Directive 95/64/EC of 8 December 1995 on statistical returns in respect of carriage of goods and passengers by sea (3).
