Acknowledges from the Court of Auditors' report that the decrease in the country coefficient for Germany in June 2010 caused a significant surplus in the Agency's Title I ‘Staff Expenditure’ appropriations for 2011 and that about EUR 3 million (7 % of the appropriations) were transferred from Title I to various budget lines in Title III ‘Operational Expenditure’, despite their low implementation rate in terms of payments; notes, moreover, that this significant cross title transfer, which changed the structure of the budget considerably, was not put to the Agency's Management Board for approval; calls on the Agency to inform the discharge authority of the actions taken as this situation is at odds with the budgetary principle of specification;

On peut notamment relever, à titre d'exemple, les points suivants: - s'agissant du règlement "Canaries": la possibilité d'appliquer la taxe dénommée "arbitrio insular, tarifa especial" au-delà du 31 décembre 1992 et jusqu'au 31.12.2000, au cas par cas, à certains produits sensibles; le relèvement du taux maximum de la taxe dénommée "APIM" pour les tabacs manufacturés, et l'aménagement de la procédure initialement proposée pour l'autorisation des régimes d'exonération de cette taxe pour la production locale; - s'agissant du programme POSEICAN: une meilleure prise en compte du régime historique de liberté commerciale des Canaries, notamment par la possibilité de mesures particulières pour des produits sensibles, par exemple en matière de restrictions quantitatives; - S'agissant du programme POSEIMA: le renforcement de la prise en compte du secteur de la pêche des deux archipels, notamment en matières de mesures structurelles, d'études ou d'aides à la constitution d'organisations de producteurs; l'éxonération des MCA pour les produits agricoles essentiels faisant l'objet du régime spécifique d'approvisionnement prévu dans le programme; - enfin, POSEICAN et POSEIMA contiennent à présent une clause relative à l'information annuelle du Parlement sur l'état de leur mise en oeuvre et à la possibilité de recourir, si nécessaire, à leur adaptation.
The following are given by way of example: "Canary" regulation: - the possibility of applying the tax known as "arbitrio insular, tarifa especial" beyond 31 December 1992 and until 31 December 2000, on an ad hoc basis, to certain sensitive products; - the increase of the maximum rate of the tax known as "APIM" on manufactured tobacco, and the adjustment of the procedure proposed initially to grant exemption from this tax for local production; POSEICAN programme: the traditional trade freedom enjoyed by the Canary Islands has been better taken into account, in particular by introducing the possibility of adopting specific measures, such as quantitative restrictions, for sensitive products; POSEIMA programme: increased importance has been accorded to fisheries in both archipelagos, particularly as regards structural measures, studies and aid to the establishment of producer associations; exemption from the accession compensatory amount for essential agricultural products covered by the specific supply arrangements provided for under the programme; lastly, both POSEICAN and POSEIMA now include a clause requiring an annual progress report to be presented to Parliament enabling them to be adapted if necessary.
