Emphasises that while the specific interests and sensitivities of both partners must be safeguarded in a balanced way, there are many areas where progress would be greatly beneficial, in particular regarding the removal of trade barriers, the introduction of measures to ensure better market access, including for investment, the protection of intellectual property rights (IPR), the opening up of public procurement markets to ensure full reciprocity, the clarification, simplification and harmonisation of rules of origin, and the convergence on mutual recognition of regulatory standards, and not simply to adhering to a minimum required standard based on the WTO Agreement on the Application of Sanitary and Phytosanitary Measures (the SPS Agreement), but rather to strive in jointly to enhancing quality and cooperation when dealing with EU and US divergent standards; considers that such an intensification of economic relations would also allow for greater alignment of EU and US approaches towards addressing global economic challenges;

Des actions coordonnées entre les États-Unis et l’Union européenne sont également essentielles pour parvenir à un niveau plus mûr de relations économiques et commerciales entre les deux parties, ce qui donnerait de facto naissance, d’ici 2015, à un marché transatlantique moins porté sur la bureaucratie et produirait ainsi un environnement plus stable et plus attractif pour les entreprises de nos deux marchés, ce qui permettrait de réduire leurs coûts d’exploitation.
Coordinated action between the US and the EU is also vital to reach a more mature stage in economic and trade relations between both sides, leading to the creation of a de facto transatlantic market by 2015, with reduced bureaucracy and, as a result, a more stable and attractive environment for businesses in both markets, which offers them lower operating costs.

Une actualisation des fondements institutionnels de nos relations avec nos principaux partenaires asiatiques permettrait une approche plus cohérente de l'ensemble des questions qui nous concernent (dans les domaines politique et économique, ainsi qu'en matière de sécurité et de développement), donnerait un puissant élan à l'approfondissement de notre dialogue et de notre coopération dans tous les domaines et signifierait officiellement et clairement la volonté des deux parties de faire passer leur relation à un stade supérieur.
Upgrading the institutional basis for our relations with key partners in Asia would allow for a more coherent approach to all relevant issues (in the political and security fields as well as on economic and development issues), would create a powerful stimulus for the intensification of our dialogue and cooperation in all areas, and would give a clear public signal of the commitment of both parties to raise our relationship to a new level.

L’instauration de normes minimales en matière d’application à l’échelle de l’UE dissuaderait de manière crédible les opérateurs économiques de recourir à ce type de pratiques déloyales et permettrait de surmonter le facteur crainte auquel la partie la plus faible dans une relation commerciale est confrontée.
Minimum enforcement standards throughout the EU would be a credible deterrent against applying unfair practices and help to address the fear factor of the weaker party in a trading relationship.
