Strongly supports the aim of establishing of a coherent strategy on the external dimension of the area of freedom, security and justice as an integral part of the EU's external relation's policy, as called for by the Commission communication and the subsequent Council paper "Strategy for the external dimension of the JHA: Global Freedom, Security and Justice"; takes the view that the cooperation of third countries, in particular those neighbouring the European Union, is essential to the process of constructing the area of freedom, security and justice – particularly as regards measures to combat terrorism, organised crime and trafficking in illegal immigrants; considers, therefore, that securing their cooperation in these areas must be a priority objective of European Union external action; underlines that there has to be a true balance between "freedom, security and justice" and that any implementation measure under this strategy needs to take into account the specific situation in the third countries or regions concerned, while firmly upholding the principles on which the European Union is founded;

As laid down in the French Presidency programme for external relations in the JHA field the presidency has clearly stated that it considers the fight against cybercrime as one of its prime targets. This also comprises combating the abuse of the Internet and paedophile networks.

L'adoption par le Conseil européen de Feira de juin 2000 du rapport préparé par le Conseil et la Commission sur les relations extérieures dans le domaine de la JAI, a permis d'arrêter une série de priorités et d'objectifs politiques.
The adoption by the Feira European Council in June 2000 of the report prepared by the Council and Commission on external relations in the JHA field enabled a series of priorities and policy objectives to be identified.

La structure de travail actuelle dans le domaine JAI ne comprend, à l'exception du groupe à haut niveau "Asile et migration" aucun groupe chargé des relations extérieures permettant d'assurer à la fois une approche "inter-piliers" et la cohérence globale de la politique extérieure de l'UE dans ce domaine.

The Council took note of and endorsed the contents of a Presidency Note containing an update of the work of the Working Party on Collective Evaluation, notably the proposals for future activities contained therein; a Working Party's contribution to the monitoring process: "Accession: Monitoring checklists outlining the remaining shortcomings in JHA in the 10 Acceding States" and three thematic papers: on Asylum and immigration, Drugs trafficking and External border control.

The report notes that significant progress has been made since 1996, particularly in three policy areas: employment policy and the Structural Funds; external relations, including development co-operation and women's human rights, and education, training and youth policies, while stronger efforts are needed to integrate the gender dimension in some core EU policies such as the enlargement process and the Information Society.
