Especially for citizens or businesses acquiring a motor vehicle registered in another Member State, it is appropriate to provide for a simplified registration procedure that includes the recognition of documents and roadworthiness tests (as provided for in the Regulation on periodic roadworthiness tests for motor vehicles and their trailers 2013/...xx as well as the Regulation on the technical roadside inspection of the roadworthiness of commercial vehicles circulating in the Union 2013/...xx and the Directive 2013/...xx on the registration documents for vehicles) issued in another Member State and that would organise the administrative cooperation between the competent authorities on the exchange of missing data.

The Commission shall ensure that, when actions financed under this Regulation are implemented, the financial interests of the Community are protected by the application of preventive measures against fraud, corruption and any other illegal activities, by effective checks and by the recovery of amounts unduly paid and, if irregularities are detected, by effective, proportional and dissuasive penalties, in accordance with Council Regulation (EC, Euratom) No 2988/95 of 18 December 1995 on the protection of the European Communities financial interests (11), Council Regulation (Euratom, EC) No 2185/96 of 11 November 1996 concerning on-the-spot checks and inspections carried out by the Commission in order to protect the European Communities' financial interests against fraud and other irregularities (12) and with Regulation (EC) No 1073/1999 of the European Parliament and of the Council of 25 May 1999 concerning investigations conducted by the European Anti-Fraud Office (OLAF) (13).

Given the doubts expressed in Parliament about the legal certainty and applicability of a dual environment-internal market legal basis in the common position on the proposal for a regulation on certain greenhouse gases (COM(2003)0492 final), and given the environmental objectives underpinning the proposal for a regulation, can the Commission indicate whether it would accept a sole environment legal basis under Article 175 of the Treaty or would it accept a further splitting of the regulation into two separate instruments, with the provisions concerning labelling, control of use and placing on the market being governed by a regulation based on Article 95 of the Treaty and the remainder being governed by a regulation based on Article 175 of the Treaty?

The release for free circulation, in the Principality of Andorra, of the textile products listed in Annex V to Council Regulation (EEC) No 3030/93 of 12 October 1993 on common rules for imports of certain textile products from third countries (*), Annexes IIIB, IV and V to Council Regulation (EC) No 517/94 of 7 March 1994 on common rules for imports of textile products from certain third countries not covered by bilateral agreements, protocols or other arrangements, or by other specific Community import rules (**) and Annex II to Council Regulation (EC) No 3060/95 of 22 December 1995 on the arrangements for imports of certain textile products originating in Taiwan (***) and products originating in the People's Republic of China listed in Annex II to Council Regulation (EC) No 519/94 of 7 March 1994 on common rules for imports from certain third countries (****) shall be subject to prior surveillance.

Les contrats relatifs à la livraison de biens et à leur incorporation dans les biens immeubles ou les contrats relatifs à la réparation de biens immobiliers tombent sous le champ d'application de la présente directive; b)aux contrats relatifs à la livraison de denrées alimentaires ou de boissons ou d'autres biens ménagers de consommation courante fournis par des livreurs effectuant des tournées fréquentes et régulières; c)aux contrats concernant la fourniture de biens ou de services, à condition que les trois critères suivants soient remplis: i) que le contrat soit conclu sur la base d'un catalogue d'un commerçant que le consommateur a eu l'occasion de consulter en l'absence du représentant du commerçant; ii)qu'il soit prévu une continuité de contact entre le représentant du commerçant et le consommateur en ce qui concerne cette transaction ou toute transaction ultérieure; iii)que le catalogue et le contrat mentionnent clairement au consommateur son droit de retourner les biens au fournisseur dans un délai d'au moins sept jours à compter de la date de la réception ou de résilier le contrat au cours de cette période sans obligation aucune, si ce n'est de prendre raisonnablement soin des biens; d)aux contrats d'assurance; e)aux contrats relatifs aux valeurs mobilières.
This amount may not exceed 60 ECU.The Council, acting on a proposal from the Commission, shall examine and, if necessary, revise this amount for the first time no later than four years after notification of the Directive and thereafter every two years, taking into account economic and monetary developments in the Community. 2. This Directive shall not apply to:(a) contracts for the construction, sale and rental of immovable property or contracts concerning other rights relating to immovable property.Contracts for the supply of goods and for their incorporation in immovable property or contracts for repairing immovable property shall fall within the scope of this Directive; b)contracts for the supply of foodstuffs or beverages or other goods intended for current consumption in the household and supplied by regular roundsmen; (c)contracts for the supply of goods or services, provided that all three of the following conditions are met: (i) the contract is concluded on the basis of a trader's catalogue which the consumer has a proper opportunity of reading in the absence of the trader's representative, (ii)there is intended to be continuity of contact between the trader's representative and the consumer in relation to that or any subsequent transaction, (iii)both the catalogue and the contract clearly inform the consumer of his right to return goods to the supplier within a period of not less than seven days of receipt or otherwise to cancel the contract within that period without obligation of any kind other than to take reasonable care of the goods; (d)insurance contracts; (e)contracts for securities.
