Le programme de La Haye adopté par le Conseil européen des 4 et 5 novembre 2004, qui fixe le programme de travail de l'UE pour la période 2004-2009 dans les domaines de la justice, de la liberté et de la sécurité, a invité la Commission à tenir compte des résultats de la consultation publique lancée sur le livre vert concernant les migrations économiques – ainsi que des meilleures pratiques observées dans les États membres et de leur intérêt pour la mise en œuvre de la stratégie de Lisbonne – comme base d'«un programme d'action relatif à l'immigration légale, comprenant des procédures d'admission qui permettent au marché du travail de réagir rapidement à une demande de main-d'œuvre étrangère en constante mutation», lequel doit être adopté avant la fin de 2005.
The Hague Programme of 4-5 November 2004, laying down the EU work programme for 2004-2009 in the field of Justice, Freedom and Security, asked the Commission to take into account the results of the public consultation on the Green Paper on economic migration – together with the best practices in the Member States and their relevance for the implementation of the Lisbon Strategy – as a basis for “a policy plan on legal migration, including admission procedures capable of responding promptly to fluctuating demands for migrant labour in the labour market” to be adopted before the end of 2005.

Le Conseil européen des 4 et 5 novembre 2004 (qui a adopté le Programme de La Haye, c’est-à-dire le nouveau programme de travail pluriannuel relatif à l’espace de liberté, de sécurité et de justice) a lui aussi reconnu l’importance du débat sur les migrations économiques: «Tenant compte du résultat des discussions consacrées au livre vert sur l'immigration de la main-d'œuvre, des meilleures pratiques dans les États membres et de leur intérêt pour la mise en œuvre de la stratégie de Lisbonne, le Conseil européen invite la Commission à présenter, avant la fin de 2005, un programme d'action relatif à l'immigration légale, comprenant des procédures d'admission qui permettent au marché du travail de réagir rapidement à une demande de main-d'œuvre étrangère en constante mutation».
The importance of the debate on economic migration has also been recognised by the European Council of 4-5 November 2004 (which endorsed The Hague Programme- the new Multi Annual Work Programme in the area of freedom, security and justice): “The European Council, taking into account the outcome of discussions on the Green Paper on labour migration, best practices in Member States and its relevance for implementation of the Lisbon strategy, invites the Commission to present a policy plan on legal migration including admission procedures capable of responding promptly to fluctuating demands for migrant labour in the labour market before the end of 2005”.
