2. Par dérogation à l’article 15, paragraphe 9, du règlement (UE) no 1290/2013, la capacité financière des candidats est vérifiée par l’organisme de gestion du programme national désigné conformément aux règles de participation aux programmes nationaux désignés.
2. By way of derogation from Article 15(9) of Regulation (EU) No 1290/2013, the financial capacity of applicants shall be verified by the designated national programme management organisation in accordance with the rules of participation in the designated national programmes.

4. Lorsque l'autorité de gestion ne procède pas aux vérifications au titre de l'article 125, paragraphe 4, point a), du règlement (UE) no 1303/2013 dans l'ensemble de la zone couverte par le programme, ou lorsque les vérifications ne sont pas menées par l'autorité de gestion ou sous sa responsabilité pour les États membres et les pays tiers ou les territoires dont des membres participent au GECT conformément au paragraphe 3, chaque État membre ou, lorsqu'il a accepté l'invitation de participer au programme de coopération, chaque pays tiers ou territoire désigne l'organisme ou la personne chargé d'effectuer ces vérifications pour ce qui concerne les bénéficiaires situés sur son territoire (ci-après dénommés "contrôleur(s)").
4. Where the managing authority does not carry out verifications under point (a) of Article 125(4) of Regulation (EU) No 1303/2013 throughout the whole programme area, or where the verifications are not carried out by or under the responsibility of the managing authority for those Member States and third countries or territories from which there are members participating in the EGTC in accordance with paragraph 3, each Member State or, where it has accepted the invitation to participate in the cooperation programme, each third country or territory shall designate the body or person responsible for carrying out such verifications in relation to beneficiaries on its territory (the 'controller(s)').

3. 3. The monitoring committee of a programme under the European territorial cooperation goal shall be set up by the Member States participating in the cooperation programme and by third countries, in the event that they have accepted the invitation to participate in the cooperation programme, in agreement with the managing authority within three months of the date of notification of the decision adopting the cooperation programme to the Member States.
