3. La Commission saisit simultanément le Parlement européen et le Conseil de ses projets de budget rectificatif au plus tard le 1er septembre de chaque exercice, sauf en cas de circonstances exceptionnelles dûment justifiées, ou de mobilisation du Fonds de solidarité de l'Union européenne, qui peuvent faire l'objet d'un projet de budget rectificatif à tout moment de l'exercice.
3. The Commission shall, except in duly justified exceptional circumstances or in the case of the mobilisation of the European Union Solidarity Fund for which a draft amending budget can be presented at any time of the year, submit its draft amending budgets simultaneously to the European Parliament and the Council by 1 September of each financial year.
