Reiterates, however, its position, as set out in its aforementioned resolution on the MFF of 13 March 2013, that the consent vote on the MFF Regulation cannot be granted unless there is an absolute guarantee that the outstanding payment claims for 2013 will be covered in full; expects the Council, therefore, to take a formal decision on Draft Amending Budget 2/2013 for an amount of EUR 7.3 billion, no later than the Ecofin Council to be held on 9 July 2013; insists that the Council stick to its political commitment to adopt without delay a further amending budget to avoid any shortfall in payment appropriations that could lead to a structural deficit in the EU budget at the end of 2013; states that Parliament will not give its consent to the MFF Regulation or will not adopt the Budget 2014 until this new amending budget, covering the remaining deficit as identified by the Commission, has been adopted by the Council;

Eu égard au fait que les budgets rectificatifs sont fréquemment consacrés à des questions précises et parfois urgentes, les institutions approuvent les principes ci-après pour qu'une coopération interinstitutionnelle appropriée puisse s'instaurer afin d'adopter sans difficulté et rapidement les budgets rectificatifs tout en évitant, autant que possible, de devoir convoquer une réunion de conciliation pour les budgets rectificatifs.
28. Having in mind that amending budgets are frequently focused on specific and sometimes urgent issues, the institutions agree on the principles below to ensure appropriate interinstitutional cooperation for a smooth and swift adoption of the amending budgets while avoiding, as far as possible, to have to convene a conciliation meeting for amending budgets.

La Commission doit proposer aussi vite que possible un budget supplémentaire et rectificatif afin que l’argent dont nous parlons, le milliard d'euros, puisse effectivement et concrètement être disponible le plus rapidement possible et il faut en appeler encore une fois aux États membres afin qu’ils donnent leurs chiffres rapidement afin que nous puissions progresser.
The Commission must, as soon as possible, propose a supplementary and amending budget in which the money – the EUR 1 billion of which we are speaking – is actually made available as quickly as possible, and an appeal can be made to the Member States to produce the figures with all speed so that we can make progress on this.
