The Commission will consider in May, taking into account the level of ambition of National Reform Programmes (NRPs) and other commitments presented by that date whether to recommend to the Council to adopt recommendations, pursuant to Article 7 (2) of Regulation 1176/2011, establishing the existence of an excessive imbalance and recommending that these Member States take corrective action to be set out in a Corrective Action Plan (CAP). o For Italy, imbalances remain excessive, requiring decisive policy and specific monitoring of the ongoing and planned reforms. o For Bulgaria and Portugal, in light of the situation, the Commission will carry out specific monitoring of the policies recommended by the Council.

According to Article 104, these steps are the adoption of a Commission Opinion addressed to the Council on the existence of an excessive deficit (Article 104(5)) and of Commission recommendations for a Council Decision on the existence of an excessive deficit (Article 104(6)) as well as for a Council Recommendation to the Member State concerned with a view to bringing this situation to an end within a given period (Article 104(7)).

That Recommendation, in conjunction with Article 3(4) of Council Regulation (EC) No 1467/97 of 7 July 1997 on speeding up and clarifying the implementation of the excessive deficit, procedure (3), established a deadline for the correction of the excessive deficit, which should be completed in the year following its identification, i.e. 2003 at the latest.
