Thirdly, it is also pleasing to note that for the first time the SME target group is so well-defined. Although it is regrettable that Parliament was not consulted on the 'Recommendation concerning the definition of small and medium-sized enterprises' (96/280 EC), the rapporteur notes with approval the substance of this definition and is pleased that in this proposal the Commission draws the consequences of its own recommendation.
