5. estime qu'il importe de coordonner les politiques communautaires qui jouent un rôle dans la réalisation de la cohésion économique, sociale et territoriale; estime qu'il est nécessaire d'analyser plus précisément leur incidence pour les territoires et pour la cohésion dans l'optique de susciter de réelles synergies, et de déterminer et encourager les meilleures mesures à l'échelle européenne pour soutenir les investissement dans l'innovation aux niveaux local et régional; rappelle qu'il faut tenir compte des situations socio-économiques différentes pour les trois types de régions (convergence, transition et compétitivité) ainsi que des fluctuations en ce qui concerne la capacité de création et d'innovation et l'esprit d'entreprise; insiste, dans ce contexte, sur le fait qu'investir dans la recherche et le développement, ainsi que dans l'innovation, l'éducation et les technologies qui utilisent les ressources efficacement, bénéficiera tant aux secteurs traditionnels et aux zones rurales qu'aux économies de services hautement qualifiées, et renforcera par conséquent la cohésion économique, sociale et territoriale;

Considers it important to coordinate Community policies that play a role in achieving economic, social and territorial cohesion; believes it is necessary to undertake a closer analysis of their impact on the territory and on cohesion with a view to foster effective synergies and to identify and promote the most suitable means at European level of supporting local and regional investment in innovation; recalls the need to take account of the different social and economic circumstances of the three types of regions (convergence, transition and competitiveness), and the variations in creative and innovative capacity and entrepreneurial spirit; stresses in this context that investment in RD, as also in innovation, education and resource-efficient technologies, will benefit traditional sectors and rural areas as much as it will high-skill service economies, and will therefore reinforce economic, social and territorial cohesion;

Considers also that the development of these regions should be encouraged by improving regional cooperation and socio-economic partnerships, economic competitiveness, strengthening communication and transport infrastructures, supplying better services to businesses and the population, specifically promoting SMEs, making optimum use of human resources, investing heavily in research and innovation, protecting and improving the environment, improving the interaction between companies, particularly small businesses, and research centres, universities and public bodies and ensuring that there is sufficient administrative capacity to make effective use of Community funds and instruments;
