Le Parlement européen a adopté le 14 novembre 2001 son avis en première lecture amendant les propositions de la Commission en particulier par l'introduction d'un «escalier de l'excellence», instrument d'intervention destiné à compléter les projets intégrés et les réseaux d'excellence, le renforcement des principes éthiques à respecter par la recherche européenne, et une réduction importante de la part du budget alloué au domaine «Anticipation des besoins scientifiques et technologiques de l'Union».
On 14 November 2001 the European Parliament adopted its opinion on first reading, amending the Commission’s proposals by introducing a “stairway of excellence” (an instrument intended to complement integrated projects and networks of excellence); strengthening the ethical principles to be complied with by European research; and substantially reducing the share of the budget allocated to “anticipating the EU's scientific and technological needs”.

After debate, the question being put on the amendment, it was negatived on the following recorded division: YEAS: Keith Martin Réal Ménard (2) NAYS: Yvon Charbonneau Ovid Jackson Ted McWhinney Bernard Patry Paul Szabo Judy Wasylycia-Leis (6) Keith Martin moved, That Bill C-13, in Clause 14, be amended by adding after line 12 on page 9 the following: " (3) When approving the budget under paragraph 14(1)(c) for any given year, the Governing Council shall ensure that (a) no less than 20 per cent of the research portion of the budget is allocated to basic scientific research; and (b) no less than 20 per cent of the research portion of the budget is allocated to researchers who have no private sector co-funding" .

– (PT) Compte tenu de l’importance de cette convention en termes de contribution à la consultation, à la coopération, à l’utilisation optimale, à la gestion rationnelle et à la conservation des ressources halieutiques dans l’Atlantique du Nord-Ouest, ainsi que de promotion des principes de collaboration internationale en vue d’améliorer la gestion durable des ressources marines en haute mer sur la base de la recherche scientifique, l’amendement présenté ici est essentiel, car il refond totalement la convention dans le but de l’aligner avec d’autres conventions régionales et instruments internationaux et d’y incorporer des concepts modernes de gestion des pêches.
– (PT) Given the importance of this convention in contributing to the consultation, cooperation, optimum use, rational management and conservation of fisheries resources in the Northwest Atlantic area, along with promoting international collaboration in order to improve the sustainable management of marine resources based on scientific research, the amendment presented here is essential, as it completely recasts the convention, with the aim of aligning it with other regional conventions and international instruments, and incorporating modern concepts of fisheries management into it.

Un amendement très important est l’amendement, adopté à une large majorité par la commission de l’industrie, du commerce extérieur, de la recherche et de l’énergie et qui déclare que "selon une grande majorité de scientifiques, une greffe de cellules souches embryonnaires humaines ne sera pas possible sur des patients pendant la durée du sixième programme-cadre de recherche (jusqu’à la fin de 2006) pour des raisons purement scientifiques, car cette approche en est essentiellement au stade de la recherche fondamentale et parce qu’une greffe, à l’heure actuelle, entraînerait des risques incalculables pour les receveurs".
One very important amendment by the Committee on Industry, External Trade, Research and Energy is Amendment 6, which the committee adopted by a large majority, and which states that: ‘according to an overwhelming majority of scientists, a transplantation of human embryonic stem cells to patients during the time frame of the Sixth Research Framework Programme (until the end of 2006) is not possible for purely scientific reasons, because this approach is mainly in the stage of basic research and a transplantation at the current moment would lead to non-calculable risks for the recipients’.

Pour ce qui est des amendes, je me ferais l'écho des commentaires de M. Tousaw et j'attirerais simplement votre attention sur l'excellente recherche qu'a effectuée Patricia Erickson, une scientifique principale du Centre de toxicomanie et de santé mentale, qui s'appelait à l'époque la Fondation de la recherche sur la toxicomanie.
On the fines process, I would echo Mr. Tousaw's comments and just bring to your attention some of the excellent research done by senior research scientist Patricia Erickson, from the Centre for Addiction and Mental Health then it was called the Addiction Research Foundation.

Pour nous, radicaux, le choix d'aujourd'hui doit être clair : "non" au rapport Fiori tel qu'il se présente ; "oui" à la plupart des amendements présentés, pour la liberté de la recherche scientifique ; "oui" à tous les types de recherche thérapeutique qui peuvent donner la vie, et non la mort à la vie qui existe - je ne parle pas de celle que l'on trouve seulement dans des manuels de doctrine et qui gît dans les congélateurs de laboratoires dans l'attente d'être détruite ; "oui", donc, à la recherche sur les cellules souches, objectivement plus malléables ; "oui" à la recherche sur les embryons surnuméraires sans projet de vie ; "oui" au clonage thérapeutique qui - comme l'ont encore affirmé, avec autorité, le prix Nobel Dulbecco, hier, et l'ancien ministre italien de la Santé Veronesi, aujourd'hui - n'a absolument rien à voir avec le clonage humain ; en conclusion, "oui" à une Europe adulte, laïque, responsable en matière de recherche.
For us radicals, today’s choice should be clear: ‘no’ to the Fiori report as it stands; ‘yes’ to most of the amendments tabled, to achieve freedom of scientific research; ‘yes’ to all kinds of therapeutic research that can give life and not death to the life that really exists, not that which is only present in textbooks and now lies in laboratory freezers, waiting to be destroyed; and so ‘yes’ to research on stem cells, which are, in practical terms, more malleable; ‘yes’ to research on supernumerary embryos that have no chance of life; ‘yes’ to therapeutic cloning, which – as stated authoritatively by the Nobel Prize-winner, Professor Dulbecco, only yesterday and the former Italian health minister Mr Veronesi today – has nothing whatever to do with human cloning; in short, ‘yes’ to an adult, secular Europe that is responsible in the matter of research.

Par la recherche scientifique et grâce aux nouvelles technologies, nous pouvons enfin combattre des maladies terribles, encore incurables, comme le cancer, le SIDA, la maladie d'Alzheimer, la maladie de Creutzfeld-Jakob, les maladies cardiovasculaires et ainsi de suite, en utilisant des technologies de pointe, comme l'indique, par exemple, l'amendement présenté par MM. Trakatellis et Purvis et moi-même, qui présente un niveau d'équilibre tel qu'il peut obtenir l'approbation de toute l'Assemblée.
Through scientific research we can at last, thanks to new technologies, combat terrible, hitherto incurable diseases such as cancer, AIDS, Alzheimer’s, Creutzfeld-Jakob disease, heart disease and so on, not least by using advanced technologies, as specified, for instance, in the Trakatellis, Purvis and Nisticò amendment, which embodies a good balance that should gain the consensus of the whole House.
