La décision no 742/2008/CE du Parlement européen et du Conseil (4) prévoit une contribution financière de la Communauté en faveur du programme commun de recherche et développement sur l’assistance à l’autonomie à domicile (ci-après dénommé «PC AAD») équivalente à celle des États membres, mais ne dépassant pas 150 000 000 EUR pour la durée du septième programme-cadre de la Communauté européenne pour des actions de recherche, de développement technologique et de démonstration (2007-2013) institué par la décision no 1982/2006/CE du Parlement européen et du Conseil (5).

In its Communication of 29 June 2011 entitled 'A Budget for Europe 2020', the Commission proposed to address with a single common strategic framework for research and innovation the areas covered by the Seventh Framework Programme of the European Community for research, technological development and demonstration activities (2007-2013) ('the Seventh Framework Programme') adopted by Decision No 1982/2006/EC of the European Parliament and of the Council (10), and the innovation part of the Competitiveness and Innovation Framework Programme (2007 to 2013) established by Decision No 1639/2006/EC of the European Parliament and of the Council (11), as well as the European Institute of Innovation and Technology (the 'EIT') established by Regulation (EC) No 294/2008 of the European Parliament and of the Council (12), in order to contribute to attaining the Europe 2020 strategy target of raising spending on research and development to 3 % of GDP by 2020.

In its resolution of 10 March 2005 on science and technology — Guidelines for future European Union policy to support research (5) — the European Parliament encouraged the Member States to adopt fiscal and other incentives for promoting industrial innovation, including links with Eureka, especially with reference to SMEs, and stressed that the ERA would be possible only if an increasing proportion of funding for research were allocated by the Union with a view to coordinating European, national and regional research policies more closely as regards both their substance and their funding, and if this funding were additional to research policy in and between the Member States.

Decision No 1982/2006/EC of the European Parliament and of the Council of 18 December 2006 concerning the Seventh Framework Programme of the European Community for research, technological development and demonstration activities (2007 to 2013) (3) (hereinafter referred to as the Seventh Framework Programme) provides for Community participation in research and development programmes undertaken by several Member States, including participation in the structures created for the execution of those programmes, within the meaning of Article 169 of the Treaty.

L’objectif de cette politique est de promouvoir la création de connaissances, ainsi que la valorisation et la diffusion des résultats des projets en faveur du groupe-cible des PME actives dans la R D. The objective of the intellectual property policy of the Eurostars Joint Programme is to promote knowledge creation, together with the exploitation and dissemination of the project results in favour of the target group of R D performing SMEs. In this context, the approach taken under Regulation (EC) No 1906/2006 of the European Parliament and of the Council of 18 December 2006 laying down the rules for the participation of undertakings, research centres and universities in actions under the Seventh Framework Programme and for the dissemination of research results (2007-2013) (2) should serve as a model.

(10) Council Decision 1999/173/EC of 25 January 1999 adopting a specific programme for research, technological development and demonstration on improving the human research potential and the socio-economic knowledge base (1998 to 2002)(6) and Decision 1513/2002/EC of the European Parliament and of the Council of 27 June 2002 concerning the sixth framework programme of the European Community for research, technological development and demonstration activities, contributing to the creation of the European research area and to innovation (2002 to 2006)(7) should be taken into account to avoid overlap of work.
