Cross-border cooperation should aim to tackle common challenges identified jointly in the border regions, such as: poor accessibility, especially in relation to information and communication technologies (ICT) connectivity and transport infrastructure, declining local industries, an inappropriate business environment, lack of networks among local and regional administrations, low levels of research and innovation and take-up of ICT, environmental pollution, risk prevention, negative attitudes towards neighbouring country citizens and aim to exploit the untapped growth potential in border areas (development of cross-border research and innovation facilities and clusters, cross-border labour market integration, cooperation among education providers, including universities or between health centres), while enhancing the cooperation process for the purpose of the overall harmonious development of the Union.

Horizon 2020 devrait viser à susciter une forte participation des universités, des centres de recherche et de l'industrie, et plus particulièrement des PME, et être ouvert à de nouveaux participants, dès lors qu'il regroupe l'ensemble des dispositifs de soutien à la recherche et à l'innovation en un unique cadre stratégique commun, qui comprend un ensemble rationalisé de formes de soutien, et repose sur des règles de participation dont les principes s'appliquent à toutes les actions couvertes par Horizon 2020.
Horizon 2020 should aim to attract the strong participation of universities, research centres, industry and specifically SMEs and be open to new participants, as it brings together the full range of research and innovation support in one common strategic framework, including a streamlined set of forms of support, and uses rules for participation with principles applicable to all actions under Horizon 2020.

This layer should be the space for overall research, both fundamental and applied, including the social sciences and humanities; coordination participants are mainly universities and research centres/institutes; the industrial sector, in particular SMEs, and innovative non-profit organisations should be encouraged to participate and cooperate with academia and public research centres and to act as coordinators, if appropriate; this layer represents the largest share of the FP and should be aimed at developing the strong scientific basis in both basic and applied research that is needed for innovation to spur;

Whereas Decision 90/221/Euratom, EEC provides that a particular aim of Community research must be to strengthen the scientific and technological basis of European industry and to encourage it to become more competitive at international level; whereas that Decision also provides that Community action is justified where research contributes, inter alia, to the strengthening of the economic and social cohesion of the Community and to the promotion of its overall harmonious development, while being consistent with the pursuit of scientific and technical excellence; whereas this programme should contribute to the achievement of these objectives;
