The Council underlined the importance of addressing the key problem of the FDLR and ex-FAR/Interahamwe, which was undermining peace and security in the region and constituted a source of instability and a threat to the local population as well as an impediment to good neighbourly relations. It called upon Rwanda and the DRC to search with a strong sense of urgency and in mutual agreement in a multilateral framework for a solution to the threat caused by the presence of these groups in Eastern DRC.
