B. whereas on 11 July 1995 the Bosnian town of Srebrenica, which had been proclaimed a safe area by UN Security Council Resolution 819 of 16 April 1993, was captured by Bosnian Serb forces led by General Ratko Mladić, acting under the authority of the then President of the Republika Srpska, Radovan Karadžić;

Welcomes the surrender to the judicial authorities of the remaining two fugitives sought by the ICTY, Ratko Mladić and Goran Hadžić, by means of which entirely satisfactory cooperation with the ICTY has been achieved; underlines that their capture was not only a requirement for the further progress of Serbia towards the EU but, above all, a step towards bringing justice to the victims of the conflicts of the 1990s in the former Yugoslavia and reconciliation in the region; calls for continuous full and committed cooperation with the Tribunal and for a thorough investigation into and prosecution of persons engaged in the support networks which allowed the fugitives to hide for such a long time, particularly in the military and civilian security services;

Underscores the need to strengthen the international criminal justice system in general and in this respect notes with concern that Ratko Mladić and Goran Hadžić remain at large and have not been brought before the ICTY; in this context, calls on the Serbian authorities to ensure full cooperation with the ICTY, which should lead to the arrest and transfer of all remaining indictees, in order to open the way to the ratification of a Stabilisation and Association Agreement; notes the need for ongoing support, including financial support, to enable the Special Court for Sierra Leone to complete ongoing trials, including any appeal processes; also notes progress in multilateral cooperation on the supply of expertise and assistance where the identification, collection and preservation of information would assist a wide range of international and transitional justice options, in particular through the Justice Rapid Response (JRR), in which more than half of EU Member States are participants, and encourages ongoing and increased support for the JRR;

19. se réjouit de ce que la coopération avec le Tribunal pénal international pour l'ex-Yougoslavie (TPIY) ait continué d'être satisfaisante, tout comme celle entre le Tribunal et les autorités de l'État et des entités; souligne la nécessité de continuer à respecter les obligations et de faciliter l'arrestation de toutes les personnes inculpées par le TPIY et de démanteler leurs réseaux de soutien; demande que la coopération entre les autorités policières serbes et bosniaques soit renforcée en vue de retrouver et d'arrêter Ratko Mladic et Goran Hadzic; exhorte les autorités bosniaques à accélérer la mise en œuvre de la Stratégie nationale sur les crimes de guerre, à commencer à résorber l'arriéré judiciaire des quelque dix mille cas de crimes de guerre à travers le pays et à définir les moyens matériels et techniques nécessaires pour juger tous les auteurs, y compris les responsables de viols et de violences sexuelles;

Welcomes that the cooperation with the International Criminal Tribunal for the former Yugoslavia (ICTY) has continued to be satisfactory and the cooperation between the Tribunal and the State and Entity authorities was adequate; stresses the need to continue to fulfil the obligations and to facilitate the arrest of all ICTY indictees and to dismantle their support networks; calls for more effective cooperation between police authorities in Serbia and Bosnia and Herzegovina in order to find and arrest Ratko Mladić and Goran Hadžić; urges the BiH authorities to speed up the implementation of the National War Crime Strategy and start tackling the backlog of some ten thousand war crimes cases across the country as well as specify the material and technical resources needed to try all perpetrators including those responsible for rape and sexual violence;
