Welcomes the signing of the remaining provisions of the AA, including the DCFTA, and is convinced that it will be a driving force for political and economic reform, bringing about modernisation, strengthening the rule of law and stimulating economic growth; expresses its support for Ukraine in proceeding with the provisional application of the Agreement; declares that the European Parliament will complete its procedure for the ratification of the Agreement as soon as possible; calls on the Member States and Ukraine to ratify it swiftly with a view to its full implementation as soon as possible;

2. constate que, malgré la ratification par tous les États membres de la CEDH, l'adhésion de l'UE, en tant qu'entité juridique, à cet instrument, ne modifiera pas la situation des États membres vis-à-vis de la CEDH, conformément au Protocole n° 8 du traité de Lisbonne; considère que cette adhésion donnera la nouvelle impulsion espérée depuis plus d'une décennie et qu'il s'agira d'une étape très importante d'un point de vue politique et juridique dans la création d'une zone continentale des droits de l'homme, qui consolidera et intensifiera les droits de l'homme en Europe et contribuera à renforcer les relations entre l'UE et l'"Europe élargie", apportant une nouvelle dynamique dans le domaine des droits de l'homme; estime que cette adhésion devrait également contribuer à renforcer la crédibilité de l’UE dans le domaine de la protection des droits de l’homme dans le monde;

Notes that, while all the Member States have already ratified the ECHR, the accession to this instrument of the EU as a legal entity will not affect the situation of the Member States vis-à-vis the ECHR, pursuant to Protocol No 8 to the Treaty of Lisbon; considers that it will give the new momentum envisaged for over a decade and will be of great political and legal importance in the creation of a continent-wide area of human rights and that, furthermore, it will foster the consolidation and strengthening of human rights in Europe and help to reinforce relations between the EU and the ‘wider Europe’, by bringing a new dynamic into the field of human rights; considers that it should also help to enhance the credibility of the EU in the field of human rights protection worldwide;

La procédure de conclusion au sein de l’Union étant régie par l’art. 24() du TUE (auquel fait renvoi l’art. 38 dans le IIIème pilier), (a) la signature reviendra à la Présidence du Conseil qui devra en être autorisée par une décision, dans ce cas unanime, du Conseil de l’Union () et (b) la ratification donnera lieu à une deuxième décision du Conseil une fois enlevées les éventuelles « réserves constitutionnelles » de la part des États membres qui doivent obtenir l’accord préalable de leurs parlements nationaux.
10. Since the conclusion procedure in the Union is governed by Article 24 of the EU Treaty (referred to in Article 38 under the third pillar), (a) signature is the responsibility of the Council Presidency which requires, in this instance, unanimous authorisation from the Council of the Union; (b) ratification results in a second Council decision, once any ‘constitutional reservations’ have been lifted by the Member States which must secure prior agreement of their national parliaments.
