Pour terminer mon intervention et par rapport à ce qui a été dit par les différents intervenants et le président Barroso, à l’écoute de ces débats, je suis frappé par l’impérieuse nécessité et de garder notre unité et de faire preuve de solidarité: solidarité et coordination en matière économique et financière; solidarité face au défi climatique; solidarité en ce qui concerne la sécurité énergétique vis-à-vis des pays qui sont les plus en difficulté sur ce plan-là; solidarité également sur d’autres sujets qui seront évoqués en matière de défense; solidarité aussi face aux pays en développement et face au Sud – c’est le sens de l’Union pour la Méditerranée; solidarité avec l’Irlande mais également responsabilité pour trouver une issue et pour faire en sorte que le traité de Lisbonne entre en vigueur dans les meilleurs délais; solidarité également à l’égard de l’Est et des pays voisins à l’Est, grâce à l’initiative prise par la Commission de partenariat oriental et qui sera, j’en suis sûr, approuvée lors du prochain Conseil européen.
To end my speech, as regards what has been said by the various speakers and President Barroso, listening to these debates, I am struck by the overwhelming need to remain unified and demonstrate our solidarity: solidarity and coordination in economic and financial matters; solidarity in the face of the climate threat; solidarity towards the countries experiencing the greatest difficulties in the area of energy security; solidarity also in any defence issues; solidarity also towards developing countries and the South – the direction of the Union for the Mediterranean; solidarity with Ireland but also with a responsibility to find a solution and act so that the Treaty of Lisbon is implemented as soon as possible; solidarity also towards the East and neighbouring Eastern countries, following the Commission’s Eastern Partnership initiative, which I am sure will be approved at the next European Council.

Pour terminer, je voudrais souligner la référence, dans le rapport, à la nécessité d’agir avec des moyens moins coûteux mais d’importance vitale pour l’avenir du monde civilisé. J’entends par là les programmes d’éducation qui seront capables d’enseigner aux garçons et aux filles le respect de soi et, en conséquence, le respect d’autrui, afin qu’ils ne se transforment pas en auteurs ou en victimes.
To close, I would highlight the reference in the report to the need for action with less costly means but of fundamental importance for the future of the civilised world, by which I mean educational programmes which will be capable of teaching boys and girls self-respect and, consequently, respect for their fellow human beings, so that they do not become either perpetrators or victims.

In this context, the rapporteur's amendments are confined to improving the Commission's proposals in an essentially technical way and explicitly rule out the possibility of entering into a far-reaching political debate on the future support arrangements for tobacco, which can only be tackled rigorously during 2003, taking into account the studies and reports mentioned above and all parameters in the budgetary, commercial, social, public health and sustainable development fields which form the background to this type of farming in the Union.
