Le rapport Spencer recommandait entre autres d'inclure la question du commerce et de l'environnement dans le cycle de négociations de l'Uruguay Round grâce à l'institution d'un comité du commerce et de l'environnement à part entière dans le cadre de l'Organisation mondiale du commerce (OMC), alors déjà en gestation, afin de donner aux nombreuses questions juridiques complexes à trancher un "site" institutionnel.
The main operative recommendation in the Spencer Report was that Trade and Environment issue should be included within the Uruguay Round with the setting up of a fully-fledged Committee on Trade and Environment under the then still proposed World Trade Organization (WTO) in order to provide an "institutional home" for the many complex legal issues to be worked out.
