While measuring the impact and identifying what is additional to national climate pledges remains difficult, data indicates that the aggregated impact of the initiatives is in the order of a few gigatonnes of carbon dioxide equivalent (GtCO2e) in 2030 beyond the current intended nationally determined contributions – a potentially significant contribution to closing the gap (UNEP Gap Report 2016).

The rapporteur hopes that the definition contained in the proposal under review will be swiftly added to Article 11 of Regulation (EC) No 894/97 as amended by Council Regulation (EC) No 1239/98 and that it will thus also apply in the Mediterranean.
